This article begins by presenting development experience gained in the Indonesian province of Irian Jaya as a means of highlighting the centrality of popular participation to the development process. Important lessons from the ongoing development work in Irian Jaya were that it is not sufficient to consult beneficiaries and then act on their behalf or to engage in a development process unless the participants understand the project's conceptual orientation and language and have the tools to assess their needs and options for constructive change effectively. Also, developers must supply participants with information about the larger economic and political context in which they are operating. The article continues with an exploration of the ways in which a focus on class and gender raises participatory development to a new level. Constraints on transformative participation are then defined as 1) the political conditions and power structures existing in the country and community, 2) administrative opposition, 3) sociocultural impediments, and 4) limitations imposed by daily life. While it may be impossible to avoid the effects of such constraints, development agents can help villagers anticipate their impact and support efforts to cope with them. Participatory development challenges the status quo by enhancing economic equity and social equality and, if effective, will engender opposition, especially when a large amount of funding is at stake. Opposition can take many forms, including ridicule or resistance and can get personal. The demand to produce quick results also creates restraints on development agents. It is concluded that the development agent must engage key sectors of the local population in the development process and nurture this participation. Development agents should act as facilitators rather than independent initiators telling people what is best for them. Development agents must become very familiar with the community to earn the trust that is needed to guide people toward self-analysis and priority-setting.  相似文献

Forensic services are required to reduce an individual’s risk of reoffending. Despite being integral to forensic mental health services, the contribution of forensic occupational therapy to achieving this aim is unclear. This study describes current forensic occupational therapy practice to reduce reoffending risk in the United Kingdom. Responses to a cross-sectional survey consisting of multiple choice and free-text questions were analysed using frequency counts and percentages, and thematic analysis respectively. Of the 58 participants, 83% actively addressed reoffending risk. Participants informed practice with occupation-focused theories, models and assessment tools. Five themes described forensic occupational therapy to reduce reoffending risk: an occupational perspective of risk assessment and formulation; volitional realignment; increasing protective factors; community integration; and enhancing understanding of forensic occupational therapy. Forensic occupational therapists perceive their practice to contribute to reducing reoffending risk, but are yet to establish routine outcome measurement in this area. Implications for practice and future research are discussed.  相似文献

Research Summary Unsupervised after‐school time for adolescents is a concern for parents and policymakers alike. Evidence linking unsupervised adolescent socializing to problem behavior outcomes heightens this concern among criminologists. Routine activities theory suggests that, when youth peer groups congregate away from adult authority, both opportunity for and motivation to engage in deviant acts increase. After‐school programs are a possible solution to unsupervised teen socializing during afternoon hours and are much in demand. However, empirical research has yet to test the relationship between the availability of after‐school programs and youth routine activities. This study presents evidence from a multisite, randomized, controlled trial of an after‐school program for middle‐school students in an urban school district. Policy Implications Youth in the treatment group engaged in less unsupervised socializing after school than youth in the control group but not as much less as would be expected if the after‐school program was providing consistent supervision to youth who would otherwise be unsupervised. Additional analyses examined why the influence of the after‐school program was not more pronounced. We found that, although program attendance was related to decreases in unsupervised socializing, the program did not attract many delinquency‐prone youths who were unsupervised, which suggests that the students most in need of the program did not benefit. Furthermore, data obtained from a mid‐year activity survey revealed that youth in the study were highly engaged in a variety of after‐school activities. The addition of the after‐school program into the mixture of available activities had little effect on the frequency with which students participated in organized activities after school.  相似文献

Teen Court (TC) is a juvenile diversion program designed to prevent the formal processing of first-time juvenile offenders within the juvenile justice system. TC instead utilizes informal processing and sanctions in order to prevent future offending. Despite its widespread popularity throughout the United States of America, little rigorous research has been conducted on the effectiveness of the TC model for reducing recidivism. Using an experimental design, this study examined the effectiveness of TC in reducing recidivism and improving the attitudes and opinions of juvenile offenders in comparison with a control group of youth who were formally processed. Self-reported delinquency was higher for those youth who participated in TC. TC youth were also found to have significantly lower scores on a scale of belief in conventional rules than had youth who were processed in the Department of Juveniles Services. Implications of these findings are discussed.

Connell   is an assistant professor at Rowan University in the Department of Law and Justice Studies. Her research interests include program and policy evaluation, the social dynamics of group behavior, and capital punishment. Connell has worked with the Capital Jury Project as well as several juvenile delinquency prevention initiatives. She is currently involved in an evaluation of the efficacy of school based programs on student bullying and adolescent ATOD use in the state of New Jersey. Denise M. Wilson   is a Ph.D. graduate student at the University of Maryland Department of Criminology and Criminal Justice. Her research interests include juvenile delinquency, prevention and corrections. She is currently working on data analysis of a randomized experiment testing the effects of after-school programs on adolescent development. Denise C. Gottfredson   is a professor at the University of Maryland Department of Criminal Justice and Criminology. Her research interests include delinquency and delinquency prevention, and particularly the effects of school environments on youth behavior. Gottfredson has conducted randomized experiments to test the effectiveness of the Baltimore City Drug Treatment Court, the Strengthening Families Program, and is currently directing a randomized trial of the effects of after school programs on the development of problem behavior.  相似文献

This article will address the legal obligations of employers in non-union settings toward employees who request pregnancy leave, parental or medical leave, workers' compensation leave, and other forms of disability leave. Specifically, this article will address the legal standards set forth under the Pregnancy Discrimination Act, various state pregnancy and family leave acts, workers' compensation retaliatory discharge authority, and the Americans With Disabilities Act of 1990. In addition, this article will provide practical guidance for employers in formulating effective leave policies that provide the maximum amount of operational flexibility while at the same time minimizing the risk of costly and excessive litigation.  相似文献

Although many employers recognize the need for an effective sexual harassment policy, they have received only limited guidance from the EEOC and the courts on how to draft and implement one. This article examines a recent decision, Robinson v. Jacksonville Shipyards, in which the court imposed a comprehensive sexual harassment policy. This article suggests that employers should consider adopting similar policies to better protect themselves from liability for sexual harassment.  相似文献

The perpetration of bullying is a significant issue among researchers, policymakers, and the general public. Although researchers have examined the link between bullying and subsequent antisocial behavior, data and methodological limitations have hampered firm conclusions. This study uses longitudinal data from 411 males in the Cambridge Study in Delinquent Development from ages 8 to 56 in order to examine the relationship between adolescent bullying and distinct late middle adulthood trajectories of offending, in which different groups of males follow different offending pathways. Results show that self-reported bullying predicts only certain adult offending trajectories but that the effect becomes insignificant once controls are introduced for childhood risk factors, although this may be due to the small number of the most chronic offenders. Study implications and directions for future research are noted.  相似文献
