In the history and the study of organizedcrime, the validity and reliability ofsources have been particularly problematicmatters. Governmental fact-finding bodiesare frequently cited in this research area,including the now-defunct PennsylvaniaCrime Commission. For example, studiesoccasionally reference Philadelphia's``Black Mafia,' and each of these inquiriesrelies upon the work of the PennsylvaniaCrime Commission for ``analysis' of thegroup. In this article, the Commission'sfindings are presented and then critiqued. Significant Black Mafia activitiesunder-researched by the Commission are nextanalyzed, adding context to the currentunderstanding of the group. Routine crime in exceptional times: The impact of the 2002 Winter Olympics on citizen demand for police services 总被引:2,自引:0,他引:2
Despite their rich theoretical and practical importance, criminologists have paid scant attention to the patterns of crime and the responses to crime during exceptional events. Throughout the world large-scale political, social, economic, cultural, and sporting events have become commonplace. Natural disasters such as blackouts, hurricanes, tornadoes, and tsunamis present similar opportunities. Such events often tax the capacities of jurisdictions to provide safety and security in response to the exceptional event, as well as to meet the “routine” public safety needs. This article examines “routine” crime as measured by calls for police service, official crime reports, and police arrests in Salt Lake City before, during, and after the 2002 Olympic Games. The analyses suggest that while a rather benign demographic among attendees and the presence of large numbers of social control agents might have been expected to decrease calls for police service for minor crime, it actually increased in Salt Lake during this period. ERISA's board preemption provision has survived many challenges to its scope and effect. Now it may have succumbed in the face of a few statements tucked into the legislative history of the federal Family and Medical Leave Act (FMLA). Language in the legislative history presents the view that the Act was meant to overturn ERISA preemption of state family and medical leave laws. The text of the FMLA contains no corroborating language to support that view. However, at least one court found the statements in the legislative history to be persuasive and ruled that under the FMLA, ERISA does not preempt state family and medical leave laws that regulate ERISA plans. If other courts follow that decision, there will be great implications to employee benefit plan regulation and administration.
