Why work “at home”? Oxfam’s value-added and the UK Poverty Programme

International development NGOs are in existential crisis. Their legitimacy and added value are increasingly challenged. While scholars have focused on legitimacy, work on “value-added” is scarce. In particular, no research addresses the value of domestic programmes to international NGOs. This article rectifies this, focusing on the case of Oxfam GB’s UK Poverty Programme (UKPP). Using empirical research from 35 interviews with Oxfam GB staff, partners and beneficiaries and over 150 archive documents, the article identifies seven assets through which the programme provides value added to Oxfam GB. It highlights the possibility that these could offer insights into the dimensions of future INGOs.     

Repositioning American Public Administration? Citizen Estrangement,Administrative Reform,and the Disarticulated State

Levels of citizen estrangement from government in the United States have risen rather consistently since the late 1960s and have reached all‐time highs in recent years. Evidence is accumulating in political science research to suggest that public administrative theory may have contributed to this trend since the Progressive Era in the early 1900s. The authors develop this thesis by arguing that administrative theory in the United States has persistently portrayed public managers as “bridge builders” who link an expertise‐challenged citizenry to government in ways that emphasize bureaucratic over democratic administration. Moreover, despite claims of yet another “new” paradigmatic shift for the field, collaborative governance scholarship to date exhibits similar tendencies. To support this argument, the authors assess the common citizen‐marginalizing tendencies of three sets of administrative reforms in American public administration: the progressive, associationalist, and polycentric heritages. They offer counterarguments to this thesis and call for critical self‐reflection by the field and a more empirically robust research agenda on this topic.     

The coalitions of 1989–90 in Greece: Inter‐party relations and democratic consolidation

The Greek coalitions of 1989–90 were unusual by comparative European standards, given their political composition and ideological span. But, above all, they were significant as an historical departure in Greek politics, however much political expediency lay behind their formation. Coalitions are as such almost unknown in postwar Greece, and one‐party government has been the rule since the return to democracy in 1974. Even more significant was the inclusion of the Communist Left in the governments of 1989–90 in view of the polarised state of Greek politics since 1974 and historical memories of the Civil War. Drawing on lessons from coalition theory, the formation and maintenance of these two governments are discussed. While their policy achievements were limited, the governments of 1989—90 allowed Greece to overcome the crisis of the PASOK government and the scandals of 1988–89 and they made way for a second alternation in power. On balance, therefore, they are likely to have contributed to the ongoing process of democratic consolidation in Greece.

Supervising junior doctors and "on-call" responsibilities: Brus v Australian Capital Territory; Greater Southern Area Health Service v Angus

The recent decisions of Brus v Australian Capital Territory [2007] ACTSC 83 and Greater Southern Area Health Service v Angus [2007] NSWSC 1211 highlight different aspects of the difficulties associated with supervision of junior doctors in the present public-funded Australian public hospital system. Their facts reveal how difficult it is for senior staff to achieve the fine balance required to assist trainees by according adequate experience and responsibility on the one hand, and to ensure patient safety, on the other. In addition, these cases highlight problems with the supervision process that are likely to be exacerbated in a privatised health care setting where senior staff may have less inclination to supervise struggling juniors unless adequately remunerated for such teaching, an issue of considerable controversy given the focus on profit of those institutions.     

Hegemony,Politics and Ideology: the Role of Legislation in NGO–Government Relations in Asia

In the wake of debate on the ‘New Policy Agenda’ of good governance and the increasing prominence of Non-Government Organisations (NGOs) in public service delivery, serious questions are being asked about the role of NGOs in development, their accountability, their relationships with donors, with the state and with their beneficiaries. As southern NGOs receive increasing amounts of funding from donors and northern NGOs, their profile is being raised, prompting government response. The nature of legislative responses of governments to increasingly high profile NGO communities range from open hostility and suspicion, to indifference. National legislative frameworks are neglected in the literature, yet they may profoundly influence the accountability, legitimacy, organisation and vision of local NGOs as well as the way northern NGOs can operate in a country. The article illustrates the potential for conflict over legislation on NGOs but also important opportunities and benefits, maintaining that legislation is necessary, because it can act as a catalyst to spark and focus debate on the role of NGOs, the extent to which they legitimately represent civil society, to whom they are accountable and how they can be protected. Open, balanced negotiation between stakeholders is necessary to avoid conflict and focus discourse on NGO and government roles and accountability. Governments, donors and NGOs each have a role to play in shaping NGO legitimacy, ensuring their upwards and downwards accountability.     

The Carhart case and late-term abortions -- what's next in Australia?

A recent case in the United States Supreme Court has indicated a change in course on the issue of abortion rights. In Gonzales v Carhart 127 S Ct 1610 (2007), the Supreme Court, in April 2007, upheld federal legislation banning a particular late-term abortion procedure with no exceptions (even to preserve the mother's life). This column examines the case in the context of recent Australian cases involving abortion issues. It extrapolates from Carhart to consider the potential for the Australian High Court to disrupt access to safe, medically supervised and performed abortion.     

Living Parallel Lives: Italy and Greece in an Age of Austerity

The economic crisis has triggered a process of political convergence between Italy and Greece. The simultaneous downfall of the Italian and Greek governments, following the public withdrawal of European confidence in their ability to handle the crisis, was followed by the establishment of technocrat-led governments based on parliamentary ‘super-majorities’ and then by ‘protest elections’, marked by unprecedented levels of electoral volatility. By apparently ending bipolarism, the crisis has completely changed patterns of national government formation and resulted in experiments with unusual government types. Both political systems have entered a transitional phase whose outcome is anything but certain, especially in the continuing context of economic crisis.
