ABSTRACT

As government and public administration lag behind the rapid development of AI in their efforts to provide adequate governance, they need respective concepts to keep pace with this dynamic progress. The literature provides few answers to the question of how government and public administration should respond to the great challenges associated with AI and use regulation to prevent harm. This study analyzes AI challenges and former AI regulation approaches. Based on this analysis and regulation theory, an integrated AI governance framework is developed that compiles key aspects of AI governance and provides a guide for the regulatory process of AI and its application. The article concludes with theoretical implications and recommendations for public officers.  相似文献

The purpose of this article is to advocate a more careful approach towards the analysis of the factors that are decisive for the comparative evaluation of system performance and the reasons given for output variations. Using budgetary politics in the Federal Republic of Germany as an example, it is argued that the majority of the ‘Does politics matter?’ literature is oversimplifying reality by overlooking the institutional variable.  相似文献

The meaning of “ownership” under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) is not as straightforward as most people believe. Although liability under section 107(a)(1) is imposed upon a current “owner” or operator of a facility, CERCLA provides little guidance because it defines “owner” as “any person owning” a facility. In most cases, the issue of who owns the property or a facility is readily apparent and not controversial; however, this article discusses cases in which courts have been compelled to critically examine the specific facts of the case and state law to determine whether a particular party is an “owner” for purposes of establishing liability under CERCLA.  相似文献

Since 1949 we have witnessed paradigmatic changes in political science research concerning the field of German politics. The focus of this article is on the most important political institutions in Germany: Federal President, Federal Government, Federal Parliament, Bundesrat (quasi second chamber)/federalism and Federal Constitutional Court. German political science has produced an impressive number of publications on the German political system with a wide range of approaches and of high quality. What is to some extent lacking, however, is an innovative combination of the improved knowledge created with regard to the functioning of institutions in Germany on the one hand and of middle-range theories of political science on the other, especially of theories developed in international and comparative discourses.  相似文献
