It is argued that the concept of a policy community has an enduring value in the analysis of public policy, especially if an emphasis is placed on the way in which ideas are excluded from debates. Historical analysis based on the National Archives using a political science conceptual framework can offer fresh perspectives. The concept is developed through a specification of the conditions that encourage policy community formation and survival. Policy inertia led to a policy that produced a higher rate of deaths from fire in the UK than in other developed countries, especially among the socially excluded. The policy community concept can be of value in the policy analysis tool-kit, especially if policy frames that have become embedded to the exclusion of alternatives are identified. 相似文献

While his primary interest was the UK, his intellectual interests were far broader in scope and informed by comparative insights. His key work was on political leadership, but he also made crucial contributions on other issues such as ungovernability. This article compares two parliamentary constituencies in Warwickshire: one which might be expected to be Conservative but is held by Labour, and the other, a Labour seat for over fifty years, but now held by the Conservatives. Constituency level analyses permit a more fine-grained analysis of electoral trends, taking account of demographic factors otherwise being overlooked. In this article we examine the impact of devolution on electoralpolitics in Scotland and Wales. After reviewing the electoralhistory of the two territories, we set out the result for the1999 and 2003 devolved elections, noting the substantial differencesbetween voting patterns in these elections from those for theUK parliament. We then go on to consider the main reasons whyvoting patterns differ across the two types of poll. The failure to eliminate bovine TB from the English and Welsh cattle herd represents a long-term intractable policy failure. Cattle-to-cattle transmission of the disease has been underemphasised in the debate compared with transmission from badgers despite a contested evidence base. Archival evidence shows that mythical constructions of the badger have shaped the policy debate. Relevant evidence was incomplete and contested; alternative framings of the policy problem were polarised and difficult to reconcile; and this rendered normal techniques of stakeholder management through co-option and mediation of little assistance. 相似文献

In the 1975 referendum England provided the strongest support for European integration, with a much smaller margin for membership in Scotland and Northern Ireland. By 2015 the rank order of ‘national’ attitudes to European integration had reversed. Now, England is the UK's most eurosceptic nation and may vote ‘Leave’, while Scotland seems set to generate a clear margin for ‘Remain’. The UK as a whole is a Brexit marginal. To understand the campaign, we need to make sense of the dynamics of public attitudes in each nation. We take an ‘archaeological’ approach to a limited evidence‐base, to trace the development of attitudes to Europe in England since 1975. We find evidence of a link between English nationalism and euroscepticism. Whatever the result in 2016, contrasting outcomes in England and Scotland will exacerbate tensions in the UK's territorial constitution and could lead to the break‐up of Britain. 相似文献
