Fluorescence of a Natural Fluorophore as a Key to Improve Fingerprint Contrast Image

The optical and morphological properties of resveratrol were investigated. This nontoxic fluorescent natural material, emitting in the visible blue light, was used as an optical marker, enabling the enhancement of the image contrast coming from relief pictures marked on challenging surfaces. By applying appropriated imaging softwares, this marker was verified to be very useful in the latent fingerprint recognition deposited on different wood surface types, mainly those with high level of roughness, where conventional forensic materials do not allow effective fingerprint image visualization.     

Shaped on the Anvil of Mars: Vance and Nettie Palmer and the Great War

In Australia as elsewhere within the belligerent nations of the Great War, dissenting thinkers were marginalised with the mobilisation of militarism. Vance and Nettie Palmer, Australia's most important literary partnership in the interwar period, were initially critical of the war, their response typical of the English radical intelligentsia among whom they were living at the time of its outbreak. Forced back to Australia in 1915, the Palmers had to re-establish themselves in its increasingly turbulent intellectual battlefields. Nettie's earlier anti-war beliefs and cosmopolitanism were undermined while Vance became ever more deeply enmeshed in a discourse concerning the virtues of the “ordinary people”, which encompassed the men of the Australian Imperial Force (AIF). Nevertheless, in their extensive writings about Australia, neither Palmer ever endorsed the legend of the heroic Anzacs. The Great War, however, profoundly shaped their political consciousness and their choice of genre and writing strategies, as it did others of their literary generation. This article will show that the war was a far more important influence on their work than usually acknowledged in Australian literary scholarship, and thereby reveal some of the cultural patterns that shaped their generation of Australian radical writers and intellectuals — particularly in Melbourne, arguably the heartland for the tradition of democratic literary nationalism which the Palmers have been seen to epitomise.     

¡Que se Vayan Todos! Popular Insurrection and the Asambleas Barriales in Argentina

In December 2001, Argentina experienced a decisive crisis. A financial collapse accelerated by the massive flight of capital and the IMF denial of a new loan was followed by a popular insurrection which, by putting forward the slogan ¡ que se vayan todos, que no quede ni uno solo ! forced the resignation of national authorities. Whilst Duhalde's provisional government is negotiating the conditions for international financial support, faced with inflation and the rise of the dollar exchange rate, social mobilisation is expanding in new forms. This paper argues that the popular insurrection of December 2001 opened a space for the reinvention of the political as negative politics, the asambleas barriales constituting one example of this.     

Determination of MDMA, MDA, MDEA and MBDB in oral fluid using high performance liquid chromatography with native fluorescence detection

This paper describes the analytical methodology for the determination of MDMA, MDA, MDEA and MBDB in oral fluid. After a liquid–liquid extraction, the analysis was carried out by high performance liquid chromatography (HPLC), with fluorescence detection. The detector wavelength was fixed at 285 nm for excitation and 320 nm for emission. The mobile phase, a mixture of phosphate buffer (pH = 5) and acetonitrile (75:25), and the column, Kromasil 100 C8 5 μm 250 mm × 4.6 mm, allowed good separation of the compounds in an isocratic mode in only 10 min. The method was validated and showed good limits of detection (2 ng/mL) and quantitation (10 ng/mL) for all the amphetamine derivatives. No interfering substances were detected. A stability study of these compounds in oral fluid stored at three different temperatures (−18, 4 and 20 °C) over 10 weeks was conducted, showing a time-dependent degradation of the four compounds.     

Assessing the results of public expenditure: program evaluation in the Canadian federal government

Abstract. In an attempt to tighten up its financial systems and improve control of expenditures, the Canadian federal government has set up a new office, that of the Comptroller General. One of this Office's responsibilities is to administer the Treasury Board's policy on program evaluation, which says that all government programs should be periodically reviewed for their effectiveness in meeting goals and for the efficiency with which they are managed. The paper describes the Office's approach to program evaluation, reviews program evaluation policy in three other countries and discusses the principles and practical problems which limit the application of evaluation research. Evaluation activity in Canada is endangered in its cradle by two threats: the tendency of proponents to over-exuberance; and the cynics' view that the activity is of such limited applicability that potential savings are negligible. A third problem is a tendency to fuse together policy-related and management-related assessment activity. Evaluation activity conducted from the operational management point of view which takes program goals for granted will surely result in sequences of small victories and economies. This is worth doing well. But the dramatic import of effectiveness evaluation as a ‘bottom line’ for judging the worth of whole programs — that is, as a policy tool — should not be allowed to generate false expectations about the scope for improvement in routine management of the public service. Cette politique exige que les programmes gouvernementaux soient évalués périodiquement afin de déterminer leur efficacitéà rencontrer leurs objectifs ainsi que la capacité de rendement de leur gestion. Ce document décrit l'approche du Bureau du Contrôleur général en matière d'évaluation de programmes; examine les politiques correspondantes dans trois autres pays; et discute des principes et des problèmes pratiques qui limitent l'applicabilité de l'évaluation en recherche.     

Administrative Innovations and Accountability Failures: The Termination of the Spanish Telecommunications Agency

We discuss how far accountability practices may be relevant to the success of independent regulators in countries without a tradition of administrative autonomy. We develop a conceptualisation of agency accountability failures and develop an analytical framework to examine the life and termination of the Spanish regulatory agency for telecommunications, CMT (Comisión del Mercado de las Telecomunicaciones - Telecommunications Market Commission). We argue that the CMT’s termination was related, among other reasons, to accountability failures in its institutional design. The paper relies on a variety of sources, including legislation, literature, media coverage, and semistructured interviews with agency officials and several stakeholders.     

The impact of suicide on the family

Little research has examined the consequences of a suicide for social or family networks. Because suicide occurs within families, the focus on the aftermath of suicide within families is an important next step to determine exactly how to help survivors. In this article, we review and summarize the research on the impact of suicide on individuals within families and on family and social networks. We begin with a discussion of family changes following suicide. Next, we discuss the effects of suicide on social networks overall and responses of children and the elderly to a suicide in the family. Finally, we identify key issues that remain to be resolved in family survivor research and make recommendations for future studies.
