Background: Alcohol-related rape among university students is clearly a major concern. However, there have been no large-scale surveys of the prevalence of this offence among university students in the UK. The aim of the current paper is to investigate the prevalence and characteristics of alcohol-related rape among university students in seven universities in Wales.

Methods: All universities in Wales were approached to take part in the research. Eight of the nine universities agreed to take part and seven universities emailed their students as planned. On the launch date, emails were sent by the universities to all students requesting that they take part in the survey. The email contained a link to a questionnaire covering a range of topics including: demographics, lifestyle factors, and substance misuse.

Results: In total, 7,846 students submitted a questionnaire. Overall, just under six per cent of females reported being the victim of alcohol-related rape while at university compared with one per cent of males. Sexual orientation was significantly correlated with alcohol-related rape, with three per cent of heterosexuals reported being the victim of alcohol-related rape, compared with eight per cent of lesbians or gays. Students who drank alcohol frequently and those involved in binge drinking were also significantly more likely to report the offence.

Conclusions: The government and universities should play a more direct role to ensure that actions are taken to deter, prevent, and treat the consequences of these largely unreported offences.  相似文献

Abstract. Two forms of national economic planning are distinguished imperative planning (planning with controls) and indicative (persuasive) planning. The trend away from controls in the Soviet Union is briefly treated. The French planning machinery and the factors determining the initial success of the French method of planning by inducement, its subsequent decline, and its anticipated recovery are outlined. Greater attention is paid to the more democratic British experiment in planning by consensus, with particular emphasis on the structure and evolution of the planning institutions and their strengths and weaknesses. Reasons for the British attempt at national economic planning and for its failure are also indicated while the aborted move towards greater intervention in the private sector is analysed in depth. The author concludes that the new emphasison planning the public sector, using both central policy reviews and annual five-year expenditure projections linked with economic assessments, is likely to prove more effective than earlier methods and that the deliberate retreat from planning the entire economy will prove a sound basis for a subsequent advance. Puis il traite rapidement de la tendance en Union Soviétique d'abandonner les contrôles. L'auteur explique ensuite le mëcanisme français de planification, les facteurs qui ont déterminé le succès initial de la méthode française de planification par encouragement, son déclin subséquent et l'anticipation de son renouveau. Il examine ensuite plus en détail l'expérience britannique, d'un caractère plus démocratique, qui consiste à planifier par accordg général en insistant particulièrement sur la structure et l'évolution des institutions de planification, sur leurs points forts et sur leurs points faibles. Il expose les raisons des efforts britanniques de planification de l'économie nationale et pourquoi ils ont échoé et analyse en profondeur la tentative avortée d'une plus grande intervention dans le secteur privé. This article investigates the implementation of key performance indicators (KPIs) in Western Australia's public mental health system. A nationally agreed performance measurement framework forms part of the much needed reform now taking place within Australia. However, progress in the effective monitoring and reporting of KPIs is slow in most states, including Western Australia. The authors report on the results of a selective case study involving semi‐structured interviews with mental health administrators and offer a more nuanced insight into the intricacies and difficulties involved in performance measurement reform. The principal finding is that effective performance measurement and reporting can be internally problematic, particularly within a fragmented and networked system. This tends to give rise to a conformance‐only approach to performance measurement.  相似文献

Three German economists analyze the determinants of access to health care in rural Russia and ask whether income and ability-to-pay, emerging as the major determinants of access in urban areas, have begun to govern rural populations' access to health-care services. Using household data from a survey conducted in the year 2000 (N=321 households) in two regions of Russia—Oryol and Leningrad Oblasts—the authors examine how the reduced role of the state and the concomitant decentralization of policy-making have affected access of the rural populace to health services. Broader policy implications and suggestions for ensuring future access to services in rural areas are offered.  相似文献

Abstract

In 1988, the Atlanta Journal‐Constitution published “The Color of Money,” an influential series examining mortgage redlining in Atlanta. The articles documented wide lending disparities between white and black neighborhoods of similar income levels. Given sweeping changes in housing finance since 1988, we seek to determine whether Atlanta's racial geographic disparities in mortgage lending have changed.

Analysis of 1992 to 1996 Home Mortgage Disclosure Act data reveals slight improvement. Atlanta's depository lenders made 4.2 times as many conventional home purchase loans per owner‐occupied unit to middle‐income white neighborhoods as they did to middle‐income black neighborhoods; a decade earlier, this ratio was 5.2. Nondepositories post lower ratios, particularly for Federal Housing Administration‐insured loans, but this market segment raises concerns because of potential abuses. By the indicator of most enduring theoretical and policy interest—conventional home purchase lending by depositories—the patterns that aroused concern a decade ago are still evident today.  相似文献

Little is known about the social networks of homeless youth in emerging adulthood despite the importance of this information for interventions to reduce health risks. This study examined the composition of social networks, and the risks and supports present within them, in a random sample of 349 homeless youth (33.4% female, 23.9% African American, 17.7% Hispanic) between the ages of 18 and 24. Social network members who were met on the street were among the most likely to be perceived as engaging in risky sex, as well as to engage in substance use with the youth. Youth were more likely to count on relatives and sex partners for support compared to other network members, but they also were more likely to use substances with sex partners and perceived them as engaging in risky sex. Interventions may need to recognize the importance of intimate relationships during the developmental stage of emerging adulthood by enhancing supportive bonds and reducing substance use and risky sex in these relationships.  相似文献
