Toward a Feminist State: What Does ‘Effective’ Prosecution of Domestic Violence Mean?

This article examines domestic violence criminal prosecutions and addresses what 'effective' prosecutorial action means in such cases. The argument elaborates on a point recently articulated by the UN Special Rapporteur on Violence against Women, which links effective prosecution of violence against women to the creation of a less patriarchal society. The article concludes that 'effective' prosecution of domestic violence means prosecution which constitutes the State as less patriarchal ceteris paribus .     

Parent-adolescent congruence on decision-making and its relation to adolescent adjustment

Much attention has been paid to the nature of parent-adolescent relationships, with a frequent conclusion being that it is a time of marked disagreement between parents and their adolescents. However, other literature suggests that this time is not inherently conflictual. The purpose of this study was to examine agreement and disagreement between mothers, fathers, and adolescents on specific issues. Then, adolescent adjustment was assessed, and the degree to which it was a function of congruence with parents was examined. A modified version of the Issues Checklist was used to measure intrafamily agreement; the Revised Behavior Problem Checklist and the Harter Scale of Child's Actual Competence were completed by adolescents' social studies teachers to assess adolescent functioning. Relative to their parents, adolescents reported that they should make more decisions alone, while both mothers and fathers reported that decisions should be made jointly among all family members. Only father-adolescent congruence was found consistently to be related to adolescent functioning. Possible explanations for the present results and relevant issues pertaining to family agreement are discussed.     

'Political Correctness': Pauline Hanson and the Construction of Australian Identity

In Australia there has been a great deal of discussion in recent years of something called ‘political correctness’. This term is an insidious phrase applied to academic humanists, who, it is frequently said, do not think independently but rather according to norms established by a cabal of ‘correct-thinking’ leftists. These norms are supposed to be overly sensitive to racism, sexism and the like, instead of allowing people to debate in what is supposed to be an ‘open’ manner (Said 1994:58). This article asks why Australia has witnessed a backlash against ‘political correctness’ at this point of time. Why has Hanson been able to mount a sustained attack on ‘political correctness’ and why has John Howard's response been muted? The article suggests notions of identity and difference are at the centre of the recent debate — the rhetoric has highlighted the politics of division while obsuring the issues of those marginal to the mainstream.     

Women Ministers in Latin American Government: When,Where, and Why?

We examine factors that affect the supply of and demand for female cabinet ministers in Latin America and seek to understand the frequency with which women join cabinets and the types of portfolios women receive. Our analysis covers 18 Latin American democracies from 1980 to 2003. We find that presidents from parties of the left appoint more women. Increases in the percentage of women in the legislature and higher human development correlate with more women in the cabinet. Intense partisan competition increases the likelihood that a cabinet will contain a woman. Women are more likely to receive high-prestige cabinet posts from leftist presidents and when the percentage of women in the legislature increases. In addition, an international diffusion effect appears to explain the rapid expansion of women in Latin American cabinets.     

Kirchheimer Revisited: Party Polarisation,Party Convergence,or Party Decline in the German Party System

The 2005 German parliamentary elections produced two parties claiming victory, the inability to form a government, and Germany's second post-war grand coalition government. This article explores the peculiarities in the contemporary dynamic of the German party system. It considers the strategy and motivation of parties and the effect of party competition. A key focus is to revisit and evaluate the predictive power of Otto Kirchheimer's ‘end of ideology’ proposition in the German case. On the one hand, mainstream parties seem to be converging at the ideological centre across Western Europe. At the same time, some party polarisation within the party system is evident as more marginal parties such as those of the far left and far right have gained votes at the expense of the mainstream parties in recent elections. A third possibility is that both of these circumstances have produced a political void with voters becoming increasingly apathetic and non-ideological. This paper argues that in the aggregate, trends do not reflect the predictions of Kirchheimer.
