David Lumsdaine's study on the role of moral beliefs in the foreign aid regime represents the apex of a recent resurgence in idealist approaches to international relations, including the emergence of a so‐called ‘constructivist’ perspective. In reviewing these contributions, the author argues in favour of treating beliefs other than moral ones as important in developing a fuller understanding of the cognitive dynamics of foreign aid. He also suggests that the role of norms in the foreign aid regime requires special attention, and the need to complement an idealist appreciation for the causal role of ideas with a realist perspective on the role of power and strategy in creation the conditions for the efficaciousness of ideas.  相似文献

ABSTRACT

This article seeks to contribute to growing academic literature on land reform and whiteness in Zimbabwe, where there have been calls for nuance in the analysis of agrarian change. The research which underpins it explores differentiated responses to land reform on the part of a sample of white farmers (as well as A1 and A2 beneficiaries), in the environs of Matobo district, Matabeleland South, Zimbabwe. It characterises a range of responses on the part of white farmers – dropping out, pushing back, accommodating and adapting – and charts the various outcomes of these strategies. I further utilise the concept of subjectivity to reflect on these diverse responses and to disaggregate essentialised or homogenised understandings of whiteness. The article focuses on the small number of white farmers who retain a connection to the land and agrarian production in the study area and argues they embody aspects of a particular subjectivity. This conciliatory subjectivity is characterised by openness to reconciliation, rapprochement and partnership-making. Specifically, it is located along the following lines: (1) in contrast to the perceived ‘islands of privilege’ of some of their peers; (2) within a challenging context where they no longer occupy a hegemonic position; (3) wherein they are inclined or required to (re)form collaborations and alliances in the new dispensation; and (4) the subjectivity of these farmers could be said to be pre-occupied less with issues of identity and belonging, than with surviving and ‘becoming’ amidst the multi-faceted challenges of contemporary Zimbabwean rural agricultural endeavours and socio-political life.  相似文献

This paper examines the potential for Participatory Rural Appraisal techniques to contribute to community development and empowerment in a deprived rural community in the Eastern Cape Province in South Africa. A series of participatory workshops was undertaken in which various new techniques were used to identify people-environment relationships and, in particular, the community perception of the value and problems relating to the river and riparian zone. The workshops led to the community taking positive action to address the problems identified. The study indicates the value and role of participatory research among disempowered communities in rural Africa.  相似文献

ABSTRACT

From a justice perspective, strategic publics may be viewed as victims who have been harmed by the organisation and now seek reparation. Long-term relationships are only formed with organisations that treat strategic publics fairly. For public relations to be viewed as just, it must incorporate all three dimensions of justice theory, viz: distributive, procedural, and interactional justice. When all three dimensions are incorporated, public relations stands a better chance of the organisation being viewed as just and trustworthy by strategic publics. Only when strategic publics experience the relationship with the organisation as trusting and dignifying will they be able to feel committed to the organisation and its decisions; feel attached to the long-term relationship; and be less hostile when outcomes of strategic decisions are unfavourable.

Justice theory provides public relations with a philosophy of how to conduct themselves with strategic publics that influence the goal attainment of organisations.  相似文献

The launch in July 2001 of the New Africa Initiative was a culmination of events over the last two years involving the emergence of a group of African leaders who have increasingly played a prominent role in negotiations between Africa and the developed world. This 'New Africa', initially comprising Egypt, Nigeria and South Africa but now more diffuse, has been welcomed at a great number of elite gathering points by the North. This article investigates what is 'new', if anything, about the positions being advanced by this group. The article contends that a hearing is being granted to the New Africa representatives precisely because the message communicated fits the neo liberal discourse. While appreciating elements of New Africa's agenda, it is feared that there is no obvious strategy to be found in the New Africa Initiative inequalities of the global political economy.  相似文献

Global complexity and limitations in the United Nation's legal framework necessitates collaboration with regional organisations, creating tension between the legal frameworks guiding peacekeeping, the use of force, and intervention practices within the increasing complexity of peace enforcement and stabilisation missions with a Protection of Civilians mandate. With the UNs lack of impetus in clarifying stabilisation as a concept, the use of force required for stabilisation cannot be justified, necessitating the use of regional organisations' more flexible legal frameworks. The continued complexity of contemporary peace and security requires a reassessment of peacekeeping doctrine that, if left unaddressed, risk condemnation for illegal ‘peacekeeping'.  相似文献

Thanks to a suggestion made by Tim Shaw (Dalhousie University), the Editors of ISP decided about a year ago to commission a discussion of the textbook Power, Wealth and Global Order: An International Relations Textbook for Africa. This symposium aims at increasing our understanding of the different, regionally specific perspectives that can be brought to bear when studying international relations outside of North America and Western Europe. We want to thank Prof. Donald Gordon for the time he spent on examining the volume at hand and for his insightful analysis of the contribution made by the editors and authors of the textbook. Based on this discussion, we then asked four other authors from diverse areas of the world (Venezuela, Korea, Slovenia, and Russia) to read Prof. Gordon's analysis and respond to a set of questions we posed to them. Those questions and their comments follow Prof. Gordon's essay. We would also like to invite other ISA members from anywhere in the world to comment on this subject, as a continuing effort to engage important pedagogical topics in the pages of ISP.  相似文献
