ABSTRACT

This article theorises about the ways in which commodity frontiers replace forest commons. New insights are offered into the role of debt, enclosures, the death of human and extra-human natures, and the role of the state in historical processes through an analysis of historical material and recent scholarship on eastern Finland's role in global capitalist expansion in the nineteenth century. The article contributes to the general study of commons and the expansion of capitalist world-ecology. We discuss how swidden commons were more sustainable than generally assumed. The article provides an original theoretical framework for studying world-ecological transformations. We argue that a study of debt, death and dispossession – which we call the three work-horses of tar capitalism – can shed new light on the expansion of commodity frontiers.  相似文献

While recent discussions about Artificial Intelligence (AI) as one of the most powerful technologies of our times tend to portray it as a predominantly technical issue, it also has major social, political and cultural implications. So far these have been mostly studied from ethical, legal and economic perspectives, while politics and policy have received less attention. To address this gap, this special issue brings together nine research articles to advance the studies of politics and policy of AI by identifying emerging themes and setting out future research agenda. Diverse but complementary contributions in this special issue speak to five overarching themes: understanding the AI as co-shaped by technology and politics; highlighting the role of ideas in AI politics and policy; examining the distribution of power; interrogating the relationship between novel technology and continuity in politics and policy; and exploring interactions among developments at local, national, regional and global levels. This special issue demonstrates that AI policy is not an apolitical field that can be dealt with just by relying on knowledge and expertise but requires an open debate among alternative views, ideas, values and interests.  相似文献

The Nordic countries pursue ambitious energy transition goals through national energy policies and in the framework of Nordic cooperation. We propose that the transition is realistic only if it involves the public, private, and nongovernmental organization sectors as regulators, innovators, and advocates of relevant policies and solutions representing the multitude of interests involved. We examine these interests through Q methodological experiments, where 43 expert stakeholders’ rank‐order statements concerning their preferred policy measures vis‐à‐vis the electric energy system. Factor analysis of these subjectively held views produces three distinct views. The first two enjoy strong inter‐Nordic support. The first view prioritizes market and grid development, and the second view prioritizes electric transport, and solar and wind power. The third, “Finnish” view seeks to enhance security of supply, also via microgrids, and prioritizes biofuels over electric transport. Examining the common ground among the three views, we find that enhanced cooperation requires reinforced stakeholder interaction and policy coordination.  相似文献
