Parental schooling choice: A case study of minnesota

Public support of nonpublic elementary and secondary education has become one of the most controversial issues in American educational policy, with tuition tax credits and deductions subjects of ongoing debate at both the state and federal level. This article presents the results of one of the first empirical investigations of how a tax subsidy for tuition costs actually influences parents' school choices using data from Minnesota, the first state to have a tuition subsidy pass judicial review at all levels. It should be uyseful to policy makers, researchers, adn practitioners who are concerned with how parents make schooling decisions on behalf of their children, and how tax subsidies for educational expenses might affect those choices.

Effects of the dynamite charge on the deliberations of deadlocked mock juries

When juries report that they are deadlocked, judges often deliver the dynamite charge, a supplemental instruction that urges jurors to rethink their views in an effort to reach a unanimous verdict. The present study evaluated the impact of this procedure on 378 subjects who participated in 63 deadlocked mock juries. Results indicated that the dynamite charge caused jurors in the voting minority to feel coerced and change their votes, reduced the pressure felt by those in the majority, and hastened the deliberation process in juries that favored conviction. These findings raise serious questions concerning the use of this controversial charge.     

Malawi and the transition and adherence to multi-party democracy

In July 1993 the author served as a chairman and rapporteur of the Round Table, which facilitated the transition of Malawi to a multi-party democracy. It helped to end the life presidency of the inaugural president, Dr Hastings Kamuzu Banda. In February 1994 the author served as co-chair of the National Constitutional Conference that cleared the way on remaining differences and led to the first free elections that resulted in the election of President Bakali Maluzi. Despite occasional difficulties, Malawi has adhered to constitutionalism and repeatedly witnessed peaceful transitions of presidential power. The importance of neutral international facilitation of the transition is emphasised and described.
