ABSTRACT

This paper focuses on the potential for child-centred institutions to use situational crime prevention (SCP) strategies to prevent or reduce child sexual abuse material (CSAM) offending as a distinct form of child sexual abuse (CSA). We discuss the failure of the Royal Commission into Institutional Responses to Child Sexual Abuse in Australia to address the potential for CSAM offending to occur in child-centred institutions. Our premise is that CSAM offending is markedly shaped by the situation in which it occurs, rather than by any pre-existing preparedness to offend sexually against children. In this context, SCP for CSAM offending must be considered as part of overall strategies to combat CSA in institutional settings. However, we acknowledge that effective implementation of SCP in this area is not straightforward. We consider some of the challenges in implementing SCP at an institutional level.  相似文献

A longitudinal study investigated prejudice among 412 New South Wales (Australia) police recruits. Recruits were tested on Beswick and Hills' (1972) Australian E scale and Ray's (1972) Balanced F scale at recruitment, after 6 months' full-time academy training, and after 12 months' police experimence. It was found that over the period of academy training recruits became less authoritarian but did not vary on ethnocentrism. Over the field experience stage recruits became both more ethnocentric and authoritarian. Further, recruits sent to districts with large Aboriginal populations became significantly more ethnocentric but no more authoritarian than other recruits. At a theoretical level, results suggest that police attributes may develop as a function of particular policing experiences. At an applied level, results suggest that training alone is unlikely to overcome the problem of police prejudice.  相似文献

A study was conducted to determine whether prior research had accurately conceptualised community correctional officers' experience of role conflict on the basis of officers' role preferences. It was hypothesised that officers who were welfare workers or punitive officers would experience inter-role conflict while those who attempted to combine the welfare and punitive roles (protective agents) would experience intra-role conflict and role ambiguity. Furthermore, an exploration of how inter-role conflict, intra-role conflict, role ambiguity, and officers' role preferences were related to occupational burnout was conducted. It was found in this study that officers' preferences for the role of welfare worker, protective agent, or punitive officer were not related to the level of inter-role conflict, intra-role conflict, or role ambiguity experienced by officers. Officers' role preferences were not related to burnout. Inter-role conflict and intra-role conflict were associated with emotional exhaustion. These findings call into question the whole tradition in the community corrections literature of inferring role conflict from officers' role preferences and necessitate that the whole issue of whether officers experience role conflict be revisited by employing direct measures of role conflict.  相似文献

Abstract

Official and confidential self-report data on 83 convicted adult male sexual abusers were analysed to examine whether sexual offending progression can be better predicted from distal antecedents, or from proximal antecedents and outcomes associated with the first sexual abuse incident. Fifty-six offenders who sexually abused more than one victim (multiple victim offenders; MVOs) were compared to 27 offenders who sexually abused a single victim only (single victim offenders; SVOs). MVOs were younger at the time of their first sexual abuse incident, and were more likely to first abuse male and non-familial children. With the exception of sexual attraction to male children, no differences were found between the two groups on distal antecedents. Proximal antecedents and outcomes associated with the first sexual abuse incident were significantly related to multiple victim offending. Logistic regression analysis identified the presence of sexual difficulties in the month prior to the first abuse incident, and sexual excitement immediately preceding the first incident, as significant unique predictors. Implications for risk assessment and risk management are discussed, and future research directions proposed.  相似文献

ABSTRACT

This study explored sex offenders' parental and adult attachment difficulties and assessed the extent to which these were associated with preferences for therapists' interpersonal qualities. One-hundred and twelve adult male child sexual offenders were invited to provide self-report data on their attachment histories, adult attachments and preferences for therapists' interpersonal qualities. A weak relationship between childhood and adulthood secure attachment was found, suggesting that attachment at the time of offending may be more relevant than childhood attachment to the aetiology of sexual offending. Participants valued a range of therapists' qualities previously identified as important for positive treatment change. Therapist trust and genuineness were perceived as particularly important by those with attachment difficulties, demonstrating the need for these qualities in offender programmes where attachment difficulties would be expected. There were some differences in the preferences for therapists' qualities between participants with different adult attachment types, highlighting the importance of responsivity factors in treatment.  相似文献

In the present study, geographic mobility exhibited by child sex offenders was examined. Geographic mobility was defined as the use of multiple locations to obtain repetitive sexual contact with the same victim. The sample consisted of 77 adult offenders convicted for having committed a sexual offence against a child, and who agreed to provide confidential self-report data concerning their offending behaviours. Based on a set of offence characteristics, offenders who used a single location were compared to offenders who used multiple locations for sexual contact. Results showed that offenders who used multiple locations are more likely to isolate the victim, use violence, involve the victim in several sexual episodes, abuse the victim for a period exceeding one year, and make the victim participate and perform sexual behaviours on them during sexual episodes. Examining more closely offenders who used multiple locations for abuse, three offence patterns were further identified (i.e., familial-low mobility offence, non familial-high mobility offence, and familial-high mobility offence). Going for a car ride was also found to be a common location/situation used in the familial-low mobility offence subgroup, while the use of outdoor locations on a regular basis was found to be rare in high mobility patterns subgroups.  相似文献

Debate over municipal amalgamations in Australian continues to dominate local government reform agendas, with the putative need to achieve economies of scale and scope consistently set against anti‐amalgamation arguments designed to preserve extant communities. Following from an examination of recent episodes of consolidation in Australia, this paper reports on citizens' attitudes to amalgamation garnered from a national survey of 2,006 individuals. We found that generally, citizens are ambivalent toward amalgamation, although attitudes were influenced by particular demographic characteristics and attitudes to representation, belonging, service delivery requirements and the costs thereof. The results suggest that, away from the local government sector itself, structural reform may not be the vexatious issue it is often portrayed as. The implications of this are explored here.  相似文献

Official demographic and offense history data (n = 362) and confidential self-report data on paraphilic interests and behavior (n = 221) obtained on adult males convicted of sexual offenses against children were analyzed. Considerable criminal diversity was observed, with all standard categories of offenses represented in offenders' criminal histories. Most (86%) of the offenders' previous convictions were for nonsexual offenses, and most (92%) of the recidivist offenders had previously been convicted of at least one nonsexual offense. The prevalence of diagnosable paraphilias was low, with only 5% meeting formal diagnostic criteria for multiple (two or more) paraphilias other than pedophilia. Sexual offenders' paraphilic interests were unrelated to the extent of their sexual offense convictions but were significantly related to the extent of their nonsexual offense convictions. The results are better explained by a general theory of crime than by traditional clinical conceptions linking sexual offenses specifically with sexual psychopathology.  相似文献

As digital transactions become more common the need to regulate the commercial frontier of cyberspace becomes increasingly urgent. This has been recognised by national governments, supranational bodies and international organisations. The regulations proposed have though been offered in a piecemeal fashion. National governments attempt to fit cyberspace within the four corners of their (familiar) domestic jurisprudence, and even supranational and international bodies have been guilty of simply extending previous rules to the realm of cyberspace. This paper suggests that a coherent approach to the regulation of electronic commerce may start with an identification and application of principles rather than with the transference of rules. It uses as a reference, proposals for the modernisation of land transfer systems introduced in Canada and Australasia, currently being evaluated by the Keeper of the Registers of Scotland and the Law Commission/HM Registry. Underlying these proposals is a central issue: how are traditional formal requirements for property transactions accommodated in cyberspace? More fundamentally, if that most formal of transactions, the transfer of real property, can be modernised to meet the challenge of a new digital age, can not all modes of commerce be similarly modernised for the digital era? This paper evaluates whether a principled approach to answering these questions can, more generally, provide a workable framework for approaching e-commerce regulation.  相似文献
