Government formation in multi-party systems often requires coalition negotiations and finding common ground among coalition partners. Supporters of parties involved in the government formation process face a trade-off when evaluating such bargaining processes: on the one hand, voters usually prefer seeing their party being in government rather than in opposition; on the other hand, negotiations require coalition compromises that they might dislike. In this paper, we study voters’ willingness to accept policy compromises during government formation processes. We argue that voters’ acceptance of policy compromises depends on both the strength of their party attachment and the importance they assign to the issue at stake during the coalition negotiations. Not giving in on important issues is key, especially for supporters of challenger parties, who hold strong policy preferences on a selected number of issues. To test these expectations, we collected original survey data immediately after the Spanish general election in November 2019. The results show support for the hypothesized effects, shed light on the pressure potential coalition partners face during government formation and help explain the failures of government formation attempts in increasingly polarized societies. 相似文献

Why do some local governments privatize water services, while others opt for public management? Economic literature has been unable to demonstrate that private management is more efficient than public management, so there must be other reasons that lead governments to privatize the service. But what are they? This paper presents the results of a study that analyses the factors behind the privatization of water services with data from 741 municipalities located in the South of Spain over a period dating from 1985 to 2006. A discrete choice model analyses the influence of each factor on the likelihood of privatization. One of the novelties of this paper is that we take the value of the explanatory variables at the time when water services are privatized. Among our findings, it is worth highlighting the importance of the size of municipalities, their financial burden and the neighbouring effect. 相似文献

The historical role of biomedicine in shaping and legitimising ideas of race in Brazil has long been documented. Much less discussed, however, is how contemporary biomedicine helps recreate notions of race. In this article I explore some of the uses of race, and particularly whiteness, in current biomedical research, using as a case study articles published on the prevalence of haemoglobinopathies, including sickle cell anaemia and β‐Thalassaemia. One can only properly understand how race features in these texts by pointing to the links between ideas about admixture and purity, existing historical discourses about difference and Nation and new genetic knowledge. 相似文献

This article discusses one of the main controversies in Brazilian society at this moment: the development of a national policy of human rights and the return of the debate on political crimes committed under the military dictatorship from 1964 onwards. The main hypothesis associates the barriers imposed on that human rights policy to the way in which democracy was retaken in the country and the model on which important segments related to the authoritarian government occupied strategic roles. Even today, this presents a real difficulty in terms of recovery and, if necessary, punishment for the crimes committed by the government during the dictatorship, which in turn makes the development of human rights policies more complicated. 相似文献
