Government policy-making emphasis worldwide is moving increasingly to how ICT can be used to achieve efficiency savings ( Gershon 2004 ) or to transform activities ( Cabinet Office; Transformational Government 2005 ). The role of ICT in achieving efficiency benefits or supporting transformational change is almost universally accepted by policy-makers, despite the fact that little robust evidence exists.
eGovernment evaluation methodologies are reviewed and evidence is provided in this paper to demonstrate that transformational eGovernment projects produce greater benefits than other types of initiatives. The level of benefits for different groups of beneficiaries is examined. A key factor determining benefits and impact of any project is the number of users of the service and/or the frequency of use of a system.  相似文献

We explore the effect of the rapid increase in capital gains realizations on state income tax revenue during the 1990s and 2000s, and the effect that this had on state fiscal decisions regarding the use of these revenue. We find wide variation in the growth of capital gains realizations across states and that the growth in capital gains had a significant effect on state income tax revenue for many states. We find that states used a sizable portion of the additional revenue from capital gains to fund reserves in the year the revenue was generated, and that capital gains revenue lead to some reductions in taxes but not to increases in expenditures. The evidence suggests that states were conservative in their use of capital gains related revenues.  相似文献

Theories that examine the relationship between inequality and crime typically privilege one system of stratification over others. In criminology, the system most often assumed to be primary is social class, but other approaches may emphasize gender or racial oppression to account for observed differences in offending patterns. Few, however, systematically link gender and race oppression as moderating etiological variables in the study of crime. From the theoretical and empirical literature on this subject, we discuss (1) how “hegemonic” masculinities and femininities are framed within social institutions such as work, the family, peer group, and schools; (2) how “doing gender” within these sites is modified by race; and (3) anticipated relationships among social structure, social action, and delinquency. Self-report data from the National Longitudinal Survey of Youth are used to test research hypotheses. Chow interaction tests and comparisons of slope coefficients reveal that gender and race modify independent-variable effects on property and violent delinquency.  相似文献

This article looks back to a paper written by the author and Phil Thomas in 2000 on socio-legal studies and reflects on what has changed in the world of socio-legal studies since then. It then turns to the continued modesty of the claims that socio-legal studies researchers make for their work. The suggestion made is that socio-legal studies forms a social ecology in what is termed the ‘hyphen-space’ and that through this space social ecology theory allows much larger claims to be made about how actors and issues at different levels and scales relate to each other. To this end, the article takes an issue, an artefact, and a broad classification of ‘people’ within the sphere of international commercial law to illustrate how social ecology can be used to broaden the claims that research makes.  相似文献

In many political systems the political neutrality of senior managers' tenure is often cherished as a key part of the politics-administration dichotomy and is subject to formal safeguards. We test hypotheses about the impact of political change on senior management turnover drawn from political science, public administration and private sector management theory. Using panel data to control for unobserved heterogeneity between authorities, we find that changes in political party control and low organizational performance have both separate and joint positive effects on the turnover rate of senior managers. By contrast, the most senior manager, the chief executive, is more sheltered: the likelihood of a chief executive succession is higher only when party change and low performance occur together. Thus the arrival of a new ruling party reduces the tenure of senior managers, but chief executives are vulnerable to political change only when performance is perceived as weak.  相似文献

Conceptualizing and measuring choice is problematic both in theory and in practice. Measuring by counting the alternatives seems counter-intuitive as a smaller set of better or more diverse alternatives seems to provide more choice than one that is simply larger. However, concentrating upon better alternatives leads to choice being defined by welfare or utility which is also counter-intuitive. The implications of this paradox are considered in relation to examples drawn from the choice agenda in British social policy. Empirical difficulties in measuring the welfare gains through implementing greater choice at a time of other central-led policy initiatives such as targets are discussed, and the extant evidence discussed. Criteria for judging whether or not choice has been welfare-enhancing are suggested. It is argued that 'soft choice' where service providers provide information and explain different options is preferable to 'hard' choice of simplistic targets to increase choice by ticking target boxes.  相似文献

In response to the growing discrepancy between the steadily rising steering ambitions and the increasing fragmentation of social and political life, governance networks are mushrooming. Governance through the formation of networks composed of public and private actors might help solve wicked problems and enhance democratic participation in public policy-making, but it may also create conflicts and deadlocks and make public governance less transparent and accountable. In order to ensure that governance networks contribute to an effective and democratic governing of society, careful metagovernance by politicians, public managers and other relevant actors is necessary. In this paper, we discuss how to assess the effective performance and democratic quality of governance networks. We also describe how different metagovernance tools can be used in the pursuit of effective and democratic network governance. Finally, we argue that public metagovernors must develop their strategic and collaborative competences in order to become able to metagovern governance networks.  相似文献

The timing of the decision of local governments to adopt a local sales tax is explored in a duration model with time‐varying covariates. Our framework suggests a set of factors associated with the decision to adopt a local sales tax and we find empirical support for these factors. We also consider whether the adoption by one jurisdiction depends on the adoption by neighboring jurisdictions and find empirical support for interdependency of behavior.  相似文献
