THE REFORM OF FINANCIAL MANAGEMENT IN THE EUROPEAN COMMISSION: A PUBLIC MANAGEMENT POLICY CYCLE CASE STUDY

Since the mid‐1990s during the Santer, Prodi, and Barroso presidencies, the European Commission has experienced several public management policy cycles. Included on the Barroso Commission's (2004–2008) policy agenda was the reform of internal financial control, prompted by significant irregularities in budget execution signalled repeatedly by the European Court of Auditors (ECA) in its annual Declaration of Assurance (DAS) and Annual Reports. This led to a declared Barroso Commission strategic objective of achieving a ‘positive DAS' by 2009. The proposed solution was ‘integrated internal control’ based on an international reference point within the accounting and auditing professions. The result was a centrally co‐ordinated Commission project aiming to reform management and audit practices within both the Commission and EU member states. This article reports on the ‘positive DAS' and ‘integrated internal control’ policy cycle and explains its agenda‐setting, alternative‐specification, and decisional processes.     

Electoral promises and minority governments: An empirical study

Abstract.  This article studies the relationship between electoral policy proposals and subsequent government actions in the case of minority governments. Content analysis of electoral pledges of Spanish parties is utilised to study the gains that a relatively small party obtains when it helps to sustain the governing party in office without entering a coalition government. According to the authors' results, cooperating in parliament to maintain the minority government in office can be a rational choice for a party because it allows it to obtain significant gains in terms of programme fulfillment.     

Confederates and Yankees under the Southern Cross

Following the Civil War in the United States of America, colonies that were predominately ‘Yankee’ and Confederate sprang up in Brazil. In contrast to the subject's historiography, we seek to show how these colonies were the result of in the first case, the actions of Imperial diplomacy and in the second case, spontaneous interest by Southerners due to the existence of slavery in Brazil. This proposition is supported by primary sources, as they indicate the presence of significant teams of slaves in the Confederate colonies in Brazil, while slavery was prohibited in their ‘Yankee’ counterparts.     

Quality of government and regional competition: A spatial analysis of subnational regions in the European Union

Building on previous work on competition networks and governmental performance among British local governments, this article investigates the diffusion of government quality across subnational regions of Europe through strategic interaction with neighbouring regions or competitor regions more generally. The article demonstrates the presence of spatial interdependence using standard spatial regression models and controlling for common explanations of quality of government. In particular for regions with high levels of autonomy from the national government, there is clear adjustment in government quality to be seen in response to disparities with competitor regions. The article further investigates the intensity of this geographical effect separately in the north and south of Europe in order to estimate the potential for virtuous or vicious cycles of good governance in the two regions, respectively. It is found that while regions in the north develop relatively independently of each other but respond to competitive pressure across Europe, in the south regions demonstrate a higher level of local interdependence, increasing the possibility of virtuous cycles – but also of vicious ones.     

The Development and Contribution of the Case-law of the Inter-American of Court of Human Rights

It is with particular satisfaction that I accede to the invitation to write this Preface to Dr. Gu Shengkai's book "International Human Rights Law: Inter-American Theory and Practice". I first met Dr. Gu Shengkai at the University of Nottingham, United Kingdom, on 09 December 2002, when I there delivered a public lecture, at the Human Rights Law Centre of its School of Law, on "Recent Developments in the Case-Law of the Inter-American Court of Human Rights". Ever since his successful completion at that University, Dr. Gu Shengkai pursued patiently his line of research on the subject-matter of his present book. The outcome of his research, his present book, gives testimony of all his endeavours in examining the subject in a proper perspective.
