Government responses to the Covid-19 pandemic in the Nordic states—Denmark, Finland, Iceland, Norway, and Sweden—exhibit similarities and differences. This article investigates the extent to which crisis policymaking diverges from normal policymaking within the Nordic countries and whether variations between the countries are associated with the role of expertise and the level of politicization. Government responses are analyzed in terms of governance arrangements and regulatory instruments. Findings demonstrate some deviation from normal policymaking within and considerable variation between the Nordic countries, as Denmark, Finland, and to some extent Norway exhibit similar patterns with hierarchical command and control governance arrangements, while Iceland, in some instances, resembles the case of Sweden, which has made use of network-based governance. The article shows that the higher the influence of experts, the more likely it is that the governance arrangement will be network-based. 相似文献

We report the case of a young man with a history of sudden death. On autopsy, a large retroperitoneal mass was found along with secondaries in the liver and lungs. No testicular abnormality was detected on palpation. Based on histopathological examination, it was diagnosed to be a case of choriocarcinoma. Unfortunately, it was not definitively determined whether the retroperitoneal mass represents the primary tumor or secondary involvement with testes being the primary source. It is important that forensic pathologists are aware of this disease as a potential cause of sudden death. The main focus of the paper is the approach of a forensic pathologist to a case of a sudden death when an unexpected and undiagnosed tumor is found in the retroperitoneum and not much information is available about the clinical history of the deceased. 相似文献

ABSTRACTThis article focuses on the role of government in relation to cybersecurity. Traditionally, cybersecurity was primarily seen as a technical issue. In recent years, governments have realised that they, too, have a stake in securing the Internet. In their attempts to grapple with cybersecurity, governments often turn to technical solutions to ‘code away’ illegal or undesired behaviours. ‘Techno-regulation’ has become popular because it may seem to be an effective and cheap way of increasing control over end users’ behaviours and increasing cybersecurity. In this article, we will explain why using techno-regulation has significant downsides and, therefore, why it may be unwise to use it as a dominant regulatory strategy for securing the Internet. We argue that other regulatory strategies ought to be considered as well, most importantly: trust. The second part of this article explains that trust can be used as an implicit strategy to increase cybersecurity or as an explicit mechanism for the same goal. 相似文献

Francis Bacon’s famous metaphor that knowledge is power has been the intellectual springboard for many scholars to offer misleading observations about the inordinate authority and power of knowledge. Among the important implications that Bacon derives from his metaphor is the assertion that individuals provided with experimental skills and practical knowledge are those most entitled to hold executive office, rather than the aristocracy of blood.
