Transportation development increasingly relies on local governments to implement sustainable strategies, yet implementation success varies widely. This begs an important question, why are some cities successful and others not? In response, this study focuses on the political culture characteristics of city leadership and staff pertaining to sustainable transportation. Employing semi-structured interviews with officials in two case study cities—Pomona and Pasadena, California—the study identifies and traces the impact of cultural characteristics on network interactions and the resulting transportation innovation. Finally, this research suggests key political and department characteristics that contribute to political cultures that facilitate sustainable transportation development.  相似文献

As the twenty-first century appears to be entering a more intensified globalised nuclear age, nations and academics alike consistently criticise the frameworks and foundational agencies created to ensure non-proliferation, security, and multi-lateral negotiations. Notwithstanding the significant reductions in nuclear arsenals made over the last several decades, thanks to the Nuclear Non-Proliferation Treaty and the numerous nuclear agencies and watchdogs, it is evident that the risks emanating from nuclear weapons and their associated materials have continually expanded. By ensuring that the global community has protections and safeguards in place to promote international dialogue and nuclear non-proliferation—including the Cooperative Nuclear Threat Reduction Program, International Atomic Energy Agency, Global Threat Reduction Initiative, as well as nuclear free zones and review processes—the nuclear non-proliferation regime can arguably ensure that the devastating threat to humankind is reduced. However, as countries scramble to once again refine and modernise their nuclear stockpiles, the necessity to review, re-shape, and re-think these foundational safeguards is more vital than ever.  相似文献

A new, highly fluorescent dye was synthesised using oleylamine combined with a perylene dianhydride compound. The new dye was characterised by 1H NMR, UV-vis spectroscopy and fluorescence spectroscopy as well as quantum yield. The dye was absorbed onto titanium dioxide nanoparticles for use as a fingerprint detection powder. The new fluorescent powder was applied to latent fingermarks deposited onto different non-porous surfaces and compared with commercial fluorescent powders. The powder exhibits strong fluorescence at 650-700 nm under excitation at 505 nm. On glass surfaces, the new powder gave images showing tertiary-level detail of the fingermark ridges with almost no background development. Compared with current magnetic fluorescent powders, the new powder was slightly weaker in fluorescence intensity but produced significantly less background development, resulting in good contrast between the fingermark and the substrate.  相似文献

Alley gates are designed to limit access to alleys and the crime opportunities they afford. Informed by the acronym EMMIE we sought to: (1) systematically review the evidence on whether alley gates are Effective at reducing crime, (2) identify the causal Mechanisms through which alley gates are expected to work and the conditions that Moderate effectiveness, and (3) collate information on the Implementation and Economic costs of alley gating. The results of our meta-analysis suggest that alley gating is associated with modest but significant reductions in burglary, with little evidence of spatial displacement. We also identified six mechanisms through which alley gates might plausibly reduce crime, and the conditions in which such mechanisms are most likely to be activated.  相似文献

In order to make greater use of dog hairs as forensic evidence, we have developed a robust method for duplex amplification of adjacent 306 and 332bp amplicons within the 5' hypervariable region (5' HVR) of the canine mitochondrial control region. In support of this, a 595bp region covering 35 polymorphic sites has been sequenced from the blood of 105 UK dogs. In total, 30 different haplotypes were observed, 13 only once whilst the commonest was seen 14 times; the overall exclusion capacity is 0.929. One animal was heteroplasmic in blood for a single base deletion and showed phenotypes ranging from near complete deletion to a predominance of the base among a sample of 12 hairs. In contrast, no evidence of heteroplasmy was seen in single hairs from 20 dogs which were not visibly heteroplasmic in blood. Phylogenetic analysis and comparisons with other published databases highlighted instances of possible recurrent mutation which may be relevant when interpreting single base differences between samples.  相似文献

Cadaver dogs are routinely used internationally by police and civilian search organisations to locate human remains on land and in water, yet little is currently known about the volatile organic compounds (VOCs) that are released by a cadaver underwater; how this compares to those given off by a cadaver deposited on land; and ultimately, how this affects the detection of drowned victims by dogs. The aim of this study was to identify the VOCs released by whole porcine (Sus scrofa domesticus) cadavers deposited on the surface and submerged in water using solid phase microextraction gas chromatography mass spectrometry (SPME GC–MS) to ascertain if there are notable differences in decomposition odour depending on the deposition location.For the first time in the UK, the volatile organic compounds (VOCs) from the headspace of decomposing porcine cadavers deposited in both terrestrial and water environments have been detected and identified using SPME-GCMS, including thirteen new VOCs not previously detected from porcine cadavers. Distinct differences were found between the VOCs emitted by porcine cadavers in terrestrial and water environments. In total, seventy-four VOCs were identified from a variety of different chemical classes; carboxylic acids, alcohols, aromatics, aldehydes, ketones, hydrocarbons, esters, ethers, nitrogen compounds and sulphur compounds. Only forty-one VOCs were detected in the headspace of the submerged pigs with seventy detected in the headspace of the surface-deposited pigs. These deposition-dependent differences have important implications for the training of cadaver dogs in the UK. If dog training does not account for these depositional differences, there is potential for human remains to be missed.Whilst the specific odours that elicit a trained response from cadaver dogs remain unknown, this research means that recommendations can be made for the training of cadaver dogs to incorporate different depositions, to account for odour differences and mitigate the possibility of missed human remains operationally.  相似文献

Livestock theft is common in many parts of sub-Saharan Africa. Experience of theft can deplete household assets and food resources. This article reports the findings of an exploratory study to investigate whether livestock theft patterns in Malawi reflect variations in the extent to which different animals are “CRAVED” (Concealable, Removable, Available, Valuable, Enjoyable, and Disposable), Clarke's mnemonic to explain preferences for items to steal. Measures of the elements of CRAVED were correlated with self-reported levels of theft for seven species of livestock using data from a cross-sectional, nationally representative survey of 11,280 households. Higher availability and disposability of livestock were significantly associated with higher levels of theft. Livestock displaying more CRAVED attributes were also stolen in greater numbers. The findings are cautiously interpreted as suggesting that livestock theft in Malawi is largely opportunistic. Implications from and for the application of CRAVED to livestock theft in Malawi are discussed.  相似文献
