Federal labor protetons and the privatization of public transit

Federal transportation officials assert that labor protections in the Urban Mass Transportation Act inhibit the propensity of local transit agencies to contract with private firms for services. The authors present results from a survey of a large sample of transit managers and econometric analysis to support their conclusion that labor protections do not appear to reduce the incidence of contracting. The labor protections, however, may be costly to transit management in other ways. The authors recommend actions, aside from repeal of labor protections, to increase contracting by local transit agencies.     

Civil War and the Social Contract

In this contract-theoretic modelthe government promises a transfer to itspotential opponent in return for notengaging in a civil war. Two causes ofcivil war are identified: (i) imperfectcredibility increases the cost of therequired transfer, and may make itunfeasible; (ii) asymmetric informationfaces the government with the classicefficiency/rent-extraction trade off, andcivil war is used as a screening device.This problem can be solved by creating amixed army. The model determines whether amilitary regime or a redistributive stateprevails in a peaceful equilibrium. Astatistical illustration is presented,using African data.     

Peasant and state in Mozambique

Merle Bowen's study focuses on the evolution of the ‘middle peasantry’ in both colonial and postcolonial Mozambique. In doing so, she successfully challenges long‐standing, if highly problematic, notions that the Mozambican economy consists of a ‘traditional’, subsistence‐oriented peasant sector with only nominal links to ‘modern’ forms of agriculture, the urban areas, and regional and international markets. At the same time, she usefully illuminates continuities in colonial and post‐independence agrarian policies and shows the ways in which the experience of smallholder agricultural co‐operatives under the Portuguese shaped the peasantry's perceptions of, and responses to, collective agriculture under Frelimo. However, the evidence in Bowen's case study does not necessarily sustain her central thesis that the post‐independence state, like its colonial predecessor, was ‘anti‐peasant’. This is one of several criticisms made of Bowen's text.

Relational Aggression at School: Associations with School Safety and Social Climate

The present study examines how exposure to relational aggression at school is associated with adolescents’ perceptions of, and participation in, a hostile school environment. Participants were 1,335 African American and European American adolescents in grades 7 through 12 (52% female, 49% African American). Results indicate that exposure to relational aggression is associated with several components of adolescents’ perceptions of the school climate. Adolescents exposed to high levels of relational aggression perceived their school to be less safe, and were less pleased with the general social atmosphere at school. Moreover, for males, but not females, exposure to relational aggression was associated with carrying a weapon to school. Implications and suggestions for future research are discussed in terms of working toward safer school environments for adolescents.
