Identification and characterization of variant alleles at CODIS STR loci

Short tandem repeat (STR) profiles from 32,671 individuals generated by the ABI Profiler Plus and Cofiler systems were screened for variant alleles not represented within manufacturer-provided allelic ladders. A total of 85 distinct variants were identified at 12 of the 13 CODIS loci, most of which involve a truncated tetranucleotide repeat unit. Twelve novel alleles, identified at D3S1358, FGA, D18S51, D5S818, D7S820 and TPOX, were confirmed by nucleotide sequence analysis and include both insertions and deletions involving the repeat units themselves as well as DNA flanking the repeat regions. Population genetic data were collected for all variants and frequencies range from 0.0003 (many single observations) to 0.0042 (D7S820 '10.3' in North American Hispanics). In total, the variant alleles identified in this study are carried by 1.6% of the estimated 1 million individuals tested annually in the U.S. for the purposes of parentage resolution. A paternity case involving a recombination event of paternal origin is presented and demonstrates how variant alleles can significantly strengthen the genetic evidence in troublesome cases. In such instances, increased costs and turnaround time associated with additional testing may be eliminated.     

Venezuela: From doctrine to dialogue to participation in the processes of regional development

The growing toward decentralization and democratization of development planning in Venezuela was discussed. Venezuela has a long tradition of rule by a strong centralized authority. Currently, the Office of the President is vested with considerable power, despite the existence of an elected legislator and an independent judiciary. The president rules by decree. State legislatures are elected, but governors of the states are appointed by the president. There are also elected municipal councils. Both state and municipal governments are almost fully dependent on the federal government for both their operating and capital investment budgets. Development programs are administered through 2 systems. Specific programs are administered by almost 100 different institutes and enterprises. The activities of these various programs are coordinated by administrative bodies at the state and federal level. The 2nd administrative system operates at the regional and federal levels. The administrative body at the federal level is the Central Office for Coordination and Planning and was established by Presidential Decree in 1958. This body prepares and coordinates all national development plans. The administrative bodies at the regional level are the Regional Organizations for Development. These bodies were created in specific regions through a series of legislative acts commencing in 1969 and continuing into the present. The development of these regional bodies represented a 1st step toward decentralization. Decree 478, promulgated in 1980, further promoted the decentalization of developmental planning. The decree established a series of assemblies and councils at various levels. A National Council of Regional Development was created at the federal level, and a Regional Council of Development was established at the regional level. At the state level an Assembly of Participation was organized, and at the municipal level a Committee of Citizen Participation was established. Neighborhood associations were mentioned in the decree, but their role was not formalized. This series of newly established bodies plays a role in both advisory and administrative processes. The advisory process begins at the lowest level, and local concerns are expressed upward through the hierarchy. The administrative process flows in the opposite direction. Participation remains highly formalized and is restricted to the participation of recognized leaders and organizations. For example, members of the Assembly of Participation include the state governor, representatives of municipal councils, and representatives of various industrial and commercial organizations. Despite the formal nature of the participation, the 1980 Decree clearly exhibited the trend toward decentralization predicted by John Freeman in his analysis of Venezuelan political structure and published in a book entitled "venezuela: From doctrine to Dialogue." Increased pressure will now be exerted for broader community participation in the development process, and eventually development planning will focus on the equitable distribution of development benefits rather than on the maximization of economic growth.     

Leisure Experience, Prison Culture, or Victimization? Sex Offenders Report on Prison Gambling

Opportunities for gambling in mainstream North American society have increased greatly over the past two decades. Despite the popularity of legalized gambling and attention it is receiving among social science researchers and economists, gambling within jails and prisons has been overlooked. This study utilized a semistructured interviewing procedure (Smith, 1995) to gain information about prison gambling from 11 sexual offenders on parole—all had spent significant time incarcerated. Qualitative analyses of responses suggest that offenders may gamble in various forms and for a variety of reasons, including a means of alleviating boredom, providing excitement and risk, and an opportunity to socialize. Prison gambling appears to be a complex phenomenon. A substantial amount of prison gambling seems to be associated with certain psychosocial benefits, while for a minority of cases there may be severe violence and victimization.     

When is 100% inspection not enough? An analysis of three pickup truck front wheel assembly failures

The loss of a cotter pin in the front wheel assembly of cars and trucks has been a problem for several years. This is shown by the fact that the automobile manufacturers have been committed to a 100% inspection of the process for installing them on cars and trucks. In this paper, three accident cases are presented, along with a method by which the forensic engineer can determine if a cotter pin has ever been installed on the front wheel assembly. Testing was done to show what the spindle would look like if the cotter pin had been installed properly and forcibly removed. Photographs show both the accident and test spindle for comparison.
