The increased use of information and communication technologies (ICTs) has triggered enormous innovation in the public sector and created positive public value at the managerial, delivery of services, and policy levels. However, these positive outcomes do not automatically accrue simply by adoption of ICTs as public leaders can fail to adopt relevant new ICTs, use them poorly, or use them in ways that actually diminish public value, which raises the question of the importance of e-leadership. This article examines e-leadership and innovation capacity at the individual public manager level and fills in some gaps about the practice and implementation of ICTs in the public sector. We explore eight research questions useful in theorizing about e-leadership, develop constructs of e-leadership, and describe the current development of e-leadership. By comparing e-leadership in two country settings (South Korea and the United States), we also overcome the limitations of the existing Western-oriented studies about innovations in the public sector. In addition to the growth of e-leadership use and requirements for a variety of competencies equivalent to, but separate from, traditional communication competences, we find that national cultures exert significant influence on the major constructs of e-leadership, which implies that an effective e-leadership strategy should consider cultural contexts seriously.  相似文献

A number of cities in the United States have devised climate action plans (CAPs) to mitigate the effects of climate change. However, few of these plans address strategies to adapt to the long term effects of climate change that will occur in the near and distant future. The research presented in this article examines why cities choose to embed adaptation provisions in their CAPs. Our study codes the content of CAPs for all cities (N = 98) in the United States with populations greater than 50,000. We find cities that frame problems associated with climate change in the language of hazards are more likely to include adaptation strategies in their CAPs than cities that focus on other types of environmental harm. Our findings suggest that more robust efforts to plan for climate change will require the activation of communities of interest beyond those that have been instrumental in setting the current climate agenda.  相似文献

The objective was to investigate color change and surface damage in dental resin composites exposed to high temperatures over different time intervals for comparative purposes. Samples were prepared using two resins - Z100(R) (R1) and Charisma (R2), heated at the following temperatures: 200 degrees C, 400 degrees C, 600 degrees C, 1000 degrees C, for 15, 30 and 45 min (n = 104 for each resin sample). Color (DeltaE) and brightness (DeltaL) changes were analyzed by spectrophotometry using the CIE Lab system and surface changes by Scanning Electron Microscopy (SEM). R1 showed more intense color changes after heat exposure than R2. DeltaL values were found to be the best parameter for evaluation of light and color change. A biphasic pattern after thermal exposure was detected, from dark brown to light white. SEM showed more intense alterations in R2 than in R1. These results indicate that the parameters observed in both resins are useful as a guide in forensic analyses.  相似文献

The present study attempted a preliminary validation of the Brief Spousal Assault Form for the Evaluation of Risk (B-SAFER) in Hong Kong. In-depth assessment was conducted on 43 identified batterers and 46 control male subjects. Results suggested that the B-SAFER could correctly classify 95% of the cases. Scores relating to the current situation were found to be particularly important in predicting intimate partner violence. The concurrent validity of the B-SAFER was demonstrated by its correlation with the Conflict Tactics Scale scores. Findings were discussed in the context of developing screening tool in the community setting with the guided clinical approach.  相似文献

The study examined the extent of transfer of aerospace management techniques that accompanied the movement of personnel. Sixty individuals who were formerly employed in aerospace were questioned regarding the management techniques they had introduced into their current workplace. In some instances, the information given by the respondent was validated by nonaerospace colleagues. The results clearly demonstrated that the movement of personnel may act as a mechanism for transfer. For all respondents, the mean number of techniques introduced was greater than five. In 13 cases, 100 per cent of the aerospace management techniques currently used were introduced by the respondent; in 15 cases, at least 50 per cent currently in use were introduced by the respondent. The process of introduction was also examined. The managers reported using several steps to encourage transfer including familiarization with the environment, introduction of new goals, adaptation of the technique, persuasion, coercion, and the hiring of co-workers with similar attitudes. The results also indicated that successful innovators were self-confident, had a detailed knowledge of the innovation, were convinced of its value, and were frequently in positions of authority. Finally, results indicated that the introduction was more likely to be adopted in smaller and/or newer institutions, where “discipline” and a team concept existed in management, and when superiors were supportive. Recommendations were made for future research.  相似文献

Latina girls are disproportionately represented in the US juvenile justice system (Freiburger and Burke 2011). Almost all girls involved with juvenile justice report some form of emotional, physical or sexual abuse prior to interactions with the juvenile justice system; with over 60% of girls reporting trauma before the age of 5 (Dierkhising et al. 2013). For Latina girls, juvenile detention is associated with early death as Latina girls who have been detained are nine times more likely to die by the age of 29 than the general non-detained population (Teplin et al. 2014). The stark reality faced by system-involved Latinas calls for innovative solutions.In 2015, the National Compadres Network (NCN), with over 30 years of work embedded in the Chicano/Latino and Indigenous communities in California, developed a project to respond to the disparities in the juvenile justice system faced by Latina girls. Through this project, the NCN used a healing-informed curriculum (Xinachtli) and Youth Participatory Action Research (YPAR) to engage Latina system-involved girls as equal partners to inform detention alternatives and reform.This paper will describe these efforts, provide insights from the YPAR facilitators and youth researchers, and provide recommendations for other community-based facilitators who are considering utilizing YPAR through a healing-informed approach within their own work with Latina girls.  相似文献

An analysis of national opinion survey revealed that women, as compared to men, favored punishing serious offenders. Women, more often than men, believed that most offenders could be reformed through early intervention programs. Men, on the other hand, favored the ideas of increasing taxes for building more prisons and granting conjugal visitation to some inmates. Finally, it was argued that the differences between men’s and women’s opinions regarding punishment and rehabilitation was more a function of respondents’ race/ethnicity, education, income, the source of the crime news, and the TV crime shows they watched, than gender itself.  相似文献
