Social media is changing not only the atmosphere in which international negotiations take place; it is also changing the very substance of the deals. Because of the pace and proliferation of social media, negotiators must read “weak signals” early on—and anticipate a quickly organized, highly motivated opposition. However, diplomatic negotiators still lack the tools to engage in this sort of anticipatory strategy design. This article examines two recent cases, one involving the Transatlantic Trade and Investment Partnership and the other involving a German Constitutional Court’s ruling on the European Central Bank’s Public Debt Purchasing Program, in which social media had a highly disruptive, unanticipated impact on international negotiations—to the point of forcing negotiators’ hands—and suggests institutional remedies to better anticipate the catalytic impact of advancing technology on diplomatic interactions.  相似文献

The broadcast of the Latin American telenovela in the United States has been approached from many perspectives. One approach is the study of how the Latin reality is perceived through stories, themes and iconographic elements. This article analyses the different forms of representation of reality as promotors of the identification, production of mental images and memory to maintain the interest of the spectators. A series of initiatives have been proposed so that the stories are more in line with the tastes and expectations of a complex, multicultural and multigenerational audience.  相似文献

This paper analyzes how peasant movements scale up agroecology. It specifically examines Zero Budget Natural Farming (ZBNF), a grassroots peasant agroecology movement in Karnataka, India. ZBNF ends reliance on purchased inputs and loans for farming, positioning itself as a solution to extreme indebtedness and suicides among Indian farmers. The ZBNF movement has achieved massive scale not only because of effective farming practices, but because of a social movement dynamic – motivating members through discourse, mobilizing resources from allies, self-organized pedagogical activities, charismatic and local leadership, and generating a spirit of volunteerism among its members. This paper was produced as part of a self-study process in La Via Campesina, the global peasant movement.  相似文献

In 1925 a new electoral system was introduced in Chile. This reform changed the electoral formula from a cumulative voting system to a proportional one (d'Hondt) and established new rules about district magnitude and form of voting. It has been argued that this reform was motivated by the emergence of new parties or the expansion of the electorate. This article offers an alternative explanation: in the case of Chile, the main reason for the electoral reform was the parties' need to solve problems of strategic coordination stemming from the characteristics of the Chilean cumulative voting system. In this context, the Chilean case shows that there are many routes to proportionality.  相似文献

Since the early 1960s many Third World countries have been attracted to referendums, with the earliest being held in Uruguay in 1917, Iraq in 1921 and Chile in 1925. Butler and Ranney(1978) identified referendums in Third World nations up to 1978, yet analysis of the political process and patterns of these referendums is lacking in the political science literature. It is the purpose of this paper to identify some of the patterns and processes common to African, Asian, Latin American and Middle Eastern referendums. The paper will examine briefly the Western democratic referendums, excluding the experience of Switzerland and Australia where referendums are an integral part of the constitutional and political process. Secondly, the general and regional Third World patterns will be examined. Thirdly, referendums in nine countries will be described; lastly, the paper will conclude with the identification of the common patterns and processes of Third World referendums. In this paper we are concerned with post- independence national level referendums; although, many referendums have been conducted on a subnational level and prior to independence.  相似文献

This paper is a study of the optimised method in order to determine its stability. Investigations of within and between day variations were carried out in four laboratories. Moreover, variations between laboratories were also determined. Both flame ionisation detector (FID) and MS detection were used. One laboratory studied nitrogen-phosphorous detector (NPD) detection as well. For this task, 12 batches of amphetamine were prepared. Six of them were synthesised via the Leuckart route, three via the nitrostyrene route and three via the reductive amination route [A.M.A. Verweij, Impurities in illicit drug preparations: amphetamine and methamphetamine, Forensic Sci. Rev. 1 (1989) 2-11]. Taking into account all studied target compounds and the average results from four laboratories, the within day variation was around 6% for FID and 5% for MS, the between days variation was around 10% for FID and 8% for MS. For NPD detection, within day variation was 5% and between days variation 9% (only one laboratory). Finally, the inter-laboratory variation was about 12% for FID (four laboratories) and 10% for MS (three laboratories).  相似文献

A Polycentric Post-Hegemonic World The world is becoming polycentric.The unipolar moment is fading,as the U.S.President himself has recognized.The relative decline of the U.S.and the EU is not the consequence of the current financial crisis but of the rise of China,India and Brazil and of a number of middle powers.As the EUISS ESPAS Report on Global Trends 2030 predicts,there will be a plurality of actors,and no single world power will play a hegemonic role.Polycentrism will be accompanied by an economic power shift toward Asia,where over half of the world's population will be concentrated by 2030.  相似文献

Traditional methods for bone pulverization typically generate heat, risking stability of DNA sample. SPEX? has developed cryogenic grinders which introduce liquid nitrogen to cool the sample and aid in the grinding process. In this study, the Freezer Mill 6970 EFM was used with two DNA extraction methods and routine downstream STR analysis procedures. DNA from as little as 0.1 g of bone powder was used to develop full STR profiles after freezer mill pulverization, and the method was reproducible. Further, no contamination was detected upon cleaning/reuse of the sample vials. There were no significant differences in DNA yield, STR alleles detected, or peak heights using the freezer mill as compared to traditional grinding, and successful DNA profiles were achieved from as low as 0.1 g of bone powder with this method. Overall, this work indicates that this cryogenic mill method may be used as a viable alternative to traditional tissue grinders.  相似文献

The Concertación lost the recent presidential elections in Chile after 20 years in office. This article proposes three explanations for this result. First, the Concertación's candidate selection process through primaries was exclusionary, without opening up participation to all potential applicants. This combined with a deep erosion of the coalition, reflected in the resignation of deputies and senators from parties that compose it. The process was accelerated with the emergence of an independent candidate, formerly from the Concertación. Second, the candidate from the right increased his vote in the poorest sectors and expanded the right's constituency to middle‐class segments, traditional Concertación electoral strongholds. Third, the right achieved greater electoral consistency than the Concertación by reducing the number of voters who split their tickets. Its presidential candidate obtained almost the same percentage as its list of deputies.  相似文献
