This article looks at the dynamics of Diaspora groups as a possible catalyst for peace-building within violent segmented societies. With the help of two case studies, Irish-America's role in Northern Ireland and Sri Lankan Tamil Diaspora's role in Sri Lanka, it locates the variable impacts of Diaspora involvement in violent conflicts within their homelands. Despite their unique histories and individual complexity, both of these cases illustrate that Diasporas have a significant role to play in peace-building, are diverse rather than homogenous communities, and that they represent an important and often underutilized resource to bring negotiated settlement to violent conflicts.  相似文献

On the basis of a survey that the authors conducted in 80 villages in West Bengal in 1981–82, separated into five clusters of neighbouring villages, they find some significant, though varying, evidence of territorial segmentation of the rural labour market and of limited labour mobility even within adjacent territories. Personal connections between employers and employees, mutual trust and credit relationships turn out to be more important determinants of labour mobility than short‐run wage differences.  相似文献

In the state of Maharashtra, in western India, the rural population can be usefully divided into tribals and non‐tribals, and it is only among tribals that there have been independent and effective movements of the rural poor. Some of the implications of this are examined and an attempt is made to explain why it should be so. Orthodox Marxist explanations have tended to run in terms of tribal characteristics conducive to organisation and the absence of such characterstics among the non‐tribal poor. Explanations of this kind are rejected. Within a political economy framework, in an analysis which is historical, the author, while giving due weight to the economic, assigns to ideology or consciousness more than just a site in the superstructure. Among tribals, the attempt to preserve identity, a consciousness of total distrust of outsiders, and an identification of all outsiders as exploiters are traced and shown to have been important in tribal movements of the rural poor. Among non‐tribals, the role of caste consciousness in relation to peasant strata in preventing the emergence of independent rural poor movements is given prominence, and the primacy of caste intervention in the class struggle posited. Much Marxist analysis of these issues has been rendered sterile by a refusal to contemplate such explanations.  相似文献

Each technology transfer (TT) transaction takes place because of some motivation on the part of the respective participants. This paper attempts to create a generic taxonomy that lists such motivations and links them to the participants in the transfer. Although the past three decades have recorded an exponential growth in the literature of TT, this literature is highly fractionated. Yet, as the literature has grown several taxonomies have surfaced dealing with the various aspects of TT. Most, however, were designed to serve one of the many scientific disciplines or professions concerned with technology transfer. Zhao and Reisman (1992) provide a synthesis of these taxonomic efforts. This paper in turn addresses an aspect of TT not previously dealt with in this manner.  相似文献

India has a single member, first-past-the-post system. Owing to the importance of wasted votes in a multi-party system, the relation between votes and seats cannot be explained by traditional swing analysis. In this paper a measure of vote-splitting1 is developed and used to decompose changes in margins into the ‘swing’ and the ‘split’. This method of analysis is applied to the study of electoral change in India and its usefulness for prediction is examined.  相似文献
