Under the influence of the enlargement of the European Union, there is now a renewed concern for marginalization processes in rural areas. Especially in countries at the periphery of Europe, these processes often have a large‐scale and multifaceted character. As agriculture and rural areas have become dissociated, the marginalization or success of the one no longer necessarily affects the other, and not necessarily in the same way. Dealing with the phenomenon in policy terms requires tools to explicate it. In this article, we present a simple typology of marginalization processes as a first step to its disentangling. The typology is applied to Finland and Portugal, countries at the periphery of Europe. The results strengthen the idea that different processes with different characteristics are going on at the same time, requiring specific approaches.  相似文献

Multi‐level governance, network governance, and, more recently, experimentalist governance are important analytical frameworks through which to understand democratic governance in the EU. However, these analytical frameworks carry normative assumptions that build on functionalist roots and undervalue political dynamics. This can result in a lack of understanding of the challenges that democratic governance faces in practice. This article proposes the analysis of democratic governance from the perspective of multiple political rationalities to correct such assumptions. It analyses the implementation of the Water Framework Directive in the Netherlands as a paradigmatic case study by showing how governmental, instrumental, and deliberative rationalities are at work in each of the governance elements that it introduces. The article concludes by discussing the implications of a perspective of multiple political rationalities for the understanding and promotion of democratic governance in practice.  相似文献

Abstract. This paper deals with the politics of redistribution in local government. Traditionally, it has been assumed that redistributive policies are crucial in electoral competition and party politics, both in national and local political systems. From this perspective, differences in local competition and party systems are essential to an explanation of local redistributive efforts. Peterson (1981), however, claims that redistributive policies are excluded from the local agenda because they impair local economic prosperity. These policies are therefore not conceived as instruments in the vote-maximizing strategies of local political parties. In this paper, hypotheses on the impact of party competition and party politics on local redistribution are formulated and tested on data for 342 Dutch municipalities. The results show that, contrary to what would be expected from Peterson's perspective, municipal redistributive efforts were related to electoral competitiveness and the party system. The proposed model, however, proved to be unsatisfactory in accurately predicting the direction of the effects of these explanatory variables. These results suggest that, rather than abandoning the study of local redistribution as a non-issue in subnational politics, an effort should be made to develop a better theoretical understanding of the ways in which competition and party politics shape these policies.  相似文献

Management pressures in fields like education force managers to control professionals. This generates friction. Professionals will not easily comply with control objectives; they feel responsible for clients and quality. Researchers have studied how professionals are affected and how they resist managerial interference. How managers themselves are affected by managerialism, whether they adopt control logics and are ‘driven away’ from work floors, is hardly studied. This paper studies how school managers relate to managerialism and whether they are primarily loyal to managerial agendas, or to professional workers and clients. On the basis of a qualitative study, we conclude that school managers are important mediators of managerialism. They feel loyal to performance pressures, but also to teachers and pupils. How they act in specific situations depends on how they deal with this friction within managerial work.  相似文献
