AbstractSaudi politics is commonly portrayed as reflecting a system of centralised personal rule in which decision-making power trickles down from the tightly knit power circles within the House of Saud. In contrast, this paper draws attention to the empowerment of quasi-autonomous state organisations in Saudi Arabia as a result of state transformation and regional integration. At its most extreme, state transformation in Saudi Arabia has created institutional and regulatory enclaves with vested interests and areas of competence that cross Saudi borders. This paper illustrates the foreign policy ramifications of transformed statehood in Saudi attempts to further Gulf regional integration in the context of the Gulf Monetary Union project. 相似文献

3rd party intervention in interstate conflict is a common strategy for mitigating conflict and obtaining a final agreement. However, not all mediations are successful, leading to the development of a rich literature on the mechanisms which decrease the probability of failure in a 3rd-party intervention. Within this literature, some studies examine how a mediator’ behavior and incentives affect the result of the mediation. Virtually all these studies assume that the mediator is virtuous such that peace is the most desired outcome of a conflict for her. However, this study challenges this assumption and contends that a mediator can gain benefit from the conflict between disputants. If this benefit is adequately large to overcome the benefits of peace, then the mediator has enough incentive not to conduct the mediation toward a peaceful outcome. We develop a signaling game model to study this issue formally and test the proposed hypothesis empirically. 相似文献

Centralized staff agencies embody the early 20th century bureaucratic reform vision of good government. The behavior of these agencies, as well as the conception of administration contained in the bureaucratic reform vision, are often criticized. Feasible alternative conceptions of staff-line-overseer relations are only beginning to emerge through the contextual development of public management ideas and incremental innovation. This article draws on experience in Minnesota state government in order to formulate a “post-bureaucratic” conception of staff-line-overseer relations. In addition, strategies embedding this conception in the practice of the purchasing, staffing, information policy, and internal service functions are briefly explored. 相似文献

Established firms that continuously and systematically implement entrepreneurial initiatives exhibit behavior that corporate entrepreneurship researchers label as "sustained regeneration". A prime example of sustained regeneration is new product development activity in industries such as computers, electronics, and textiles where the introduction of new products is on-going and firm's creativities have important implications to its performance. On the other hand, knowledge entrepreneurship describes the organizational ability to respond to learn to capitalize on an opportunity, or to protect against a threat by adopting an innovation. Successful adoption of innovation requires an organizational ability to manage the process within the organization that deals with new or newly interpreted knowledge and under conditions of uncertainty and in the face of controversy, develop and initiate a plan of action to respond with goal-oriented organizational behavioral changes. Knowledge entrepreneurship connotes a "drive to implement change, to accomplish this goal, and to adopt an innovation". Knowledge entrepreneurship involves a motivated pursuit of competitive advantage, using knowledge as a means of developing sources of advantage similar to those described in the market orientation and absorptive capacity literatures. It describes a driven effort to utilize knowledge through innovation. This article is identifying knowledge entrepreneurship, and determining which factors may affect the nature of this concept. The sociopolitical context of post-2008 Europe is ripe for the revival of the radical left as a viable force against the hegemony of neoliberal capitalism and the politics of austerity. Political space on the left has been opened up owing to extreme electoral instability and to a significant decline among centrist parties, which, in violation of their principles, have been instrumental in imposing austerity policies. The polarization has led also to a dangerous rise of the far right. These developments need to be examined in the context of Europe's sovereign debt crisis. 相似文献

ADA scores and Nominate scores are used for the first time to examine the influence of spatial voting records on which candidate wins the party’s presidential nomination and on which nominee wins the general election. We find that the most conservative Republican candidate and moderately liberal Democrats were most likely to win their party’s nomination. For general elections we find that the candidate’s spatial record has nearly as much impact on the outcome as economic growth, which has been the focus of most past empirical research. The nominee whose voting record is more moderate is more likely to be elected. 相似文献
