This paper investigates if devolution of political power in conflict-affected areas can reduce violence. Political decentralisation has been widely recognised to improve access to local public services. By providing institutional means to address local grievances, its role in diffusing social tensions has also been suggested. However, there is lack of systematic evidence on the role of local self-government in mitigating social-unrest arising due to local socio-economic issues. Our paper addresses this gap in the literature by assessing the impact of a local government institution, introduced in the Adivasi districts in 1996, on Maoist insurgency in India. The local councils aimed at addressing Adivasi grievances by recognising their traditional lifestyle and land, forests, and water rights, thereby reducing their incentive to participate in insurgency. However, empirical analysis performed using difference-in-difference methodology suggests that Maoist insurgency, as reported in Global Terrorism Database, increased post-decentralisation. We make sure this result is robust to various alternative explanations including state-level policy changes and political environment. Drawing on extensive empirical tests as well as existing qualitative studies, we show that an unequal local power structure and weak state-capacity in implementing the decentralisation programme resulted in local elites appropriating its benefits. This increased Adivasis grievances and consequently insurgency.  相似文献

Insect faunal succession on decaying rabbit carcasses was carried out at Punjabi University, Patiala (Punjab), India, from March 1997 to December 1999. Four stages of decomposition were recognized, i.e., fresh, bloated, decay, and dry. A total of 38 insect species belonging to four orders and 13 families were recorded. Diptera, Coleoptera, and Hymenoptera dominated the carrion fauna. Calliphorids were the first to arrive in all the seasons of the year. Five species of Calliphoridae, four of Sarcophagidae, ten of Muscidae, and one each from Anthomyiidae and Otitidae were observed on rabbit carcasses. Representatives of six Coleopteran families, i.e., Staphylinidae, Histeridae, Cleridae, Dermestidae, Tenebrionidae, and Silphidae, were recorded. Eight species belonging to family Formicidae (Hymenoptera) were also collected during the present studies. Only one species of Lepidoptera was observed on carrion.  相似文献

Experiments in the month of September 2005 were performed to study nocturnal larviposition by the flesh flies (Diptera: Sarcophagidae). Two species namely Sarcophaga albiceps Meigen and Sarcophaga hirtipes Wiedemann were observed to deposit their larvae during night time as well. Therefore, possibility of night larviposition by flesh flies should always be taken into consideration while determining age of maggots.  相似文献

Calculating the age of immature stages of blow flies showing the longest period of association with a dead body often gives a fairly accurate estimate of the post-mortem interval (PMI). Determination of the exact time of oviposition by these flies had generally been made in the light of the conventional belief that blow flies are neither active nor do they lay eggs during night. This method of estimating the time of oviposition was modified when Greenberg [J. Med. Entomol. 27 (1990) 807] reported nocturnal oviposition by three calliphorid species that are occasionally used as forensic indicators. However, a technical problem with his experiment, having long term consequences, was placement of the bait on the ground among bushes. This could have made it possible for the flies already resting near the bait to climb over the piece of meat and lay eggs. Though Greenberg's experiment proves beyond any doubt that blow flies do lay eggs at night as well as by day, active attraction of these flies at night towards the oviposition medium had yet to be proved and the present experiment has been designed for this purpose.  相似文献
