ABSTRACT

The international security community is increasingly concerned about the nexus between indiscriminate terrorism and the proliferation of nuclear technology and materials. Many nuclear terrorism threat assessments focus primarily on terrorist motivations to employ an atomic bomb, the availability of nuclear know-how and technology, and the opportunity for clandestine organisations to acquire fissile material. Scholars and experts, however, often neglect to elaborate on the challenges for terrorist organisations in organising and implementing the construction and detonation of a crude atomic bomb. This will most likely be a complex project. This article will therefore explore the organisation of such an endeavour. To be precise, we will highlight the impact of the organisational design of the terrorist group. The organisational design determines the division of tasks and how coordination is achieved among these tasks. It therefore has a strong impact on the functioning of any organisation, especially an innovative and complex terrorism project. Building on a case study of Los Alamos, we inductively infer that terrorist organisations face an inherent effectiveness-efficiency trade-off in designing a nuclear armament project.  相似文献

The integration of psychosocial characteristics that play a critical role in delinquent decision making is crucial to conceptualizing adolescent female offending. This study found that adolescent female offenders (N = 213), despite making a delinquent decision, had high perceived decision-making competence. There was a significant negative association between delinquent decision making and the psychosocial characteristics of anger, substance abuse, and depression. This association was stronger for those with more exposure to trauma. Substance abuse appeared to provide a pathway between psychosocial characteristics and delinquent decision making. The results emphasize the fact that a conceptual framework for adolescent female offending should incorporate the complex interaction of psychosocial characteristics and their impact on delinquent decision making.  相似文献

This study utilized data from the National Longitudinal Survey of Youth to investigate youth risk trajectories for HIV and factors associated with different trajectories. The sample (N = 8,208) was 49.2% female, with a mean age of 14.31 (SD = 1.48). A group-based trajectory model was applied, which identified four distinct trajectories for both males and females: (1) consistently higher sexual risk levels, increasing to early adulthood followed by some decrease (“high”); (2) a short period of increase to late teens, followed by a longer period of decrease (“decreased”); (3) an initially slow increase, with the increase accelerating by late teens, and a slight decline beginning in early adulthood (“increased”); and (4) consistently lowest levels of sexual risk (“low”). More African Americans were found among the decreased trajectory group; among the low risk group a higher number of youth came from families with parents who spoke a language other than English. The high-risk group had a higher percentage of subjects in non-metropolitan areas and highest alcohol use. Among males, being employed and being in the military were associated with inclusion in the high-risk group. Results have implications for specializing prevention strategies for youth with different patterns of sexual risk.

Each terrorist organization faces a critical tradeoff between effectively managing the organization's violent behavior while remaining secure from counterterrorism efforts. Drawing on organization theory and terrorism literature, this article develops theoretical linkages between the organizational design of a terrorist group and this critical tradeoff. It considers the impact of four key design parameters: membership, operational space and time, formalization, and centralization. The first two structural parameters construct the physical anatomy of a terrorist organization. The latter two structuring parameters prescribe or restrict the behavior within this organizational context. Net advantages by means of rising structural design parameter values are increasingly offset by the organizational strength and security vulnerabilities that inherently follow from the rising structuring parameters.  相似文献

The 'herbal highs' market continues to boom. The added synthetic cannabinoids are often exchanged for another one with a high frequency to stay at least one step ahead of legal restrictions. While most of these substances were synthesized for pharmaceutical purposes and have been described in the scientific literature before, others originate from clandestine laboratories supplying this lucrative market. In this paper, the identification and structure elucidation of two synthetic cannabinoids is reported. The first compound, 1-[(5-fluoropentyl)-1H-indol-3yl]-(4-methylnaphthalen-1-yl)methanone, was found along with AM-2201 in a 'herbal mixture' obtained via the Internet. For isolation of the substance from the mixture, a newly developed flash chromatography method was used providing an inexpensive and fast way to gain pure reference substances from 'Spice' products for the timely development or enhancement of analytical methods in the forensic field. The second substance, 4-fluoronaphthalen-1-yl-(1-pentylindol-3-yl)methanone (JWH-412) was seized by German authorities as microcrystalline powder, making it very likely that it will be found in 'herbal mixtures' soon.  相似文献
