ABSTRACT

This article explores the articulation and experience of Soviet gendered ideology regarding work in the Tajik SSR, one of the Muslim Soviet peripheries, during the post-war period ending with Perestroika. Central Asian women’s work was used for economic purposes, as well as being a key driver for fulfilling the ideological objective of emancipating Central Asian women from religion and tradition. Through a feminist postcolonial geography approach, attentive to questions of discourse and material lived experiences, this article explores the ways in which gender and ethnicity were co-produced by Soviet ideology. Analysis of scientific publications produced by Tajikistani female researchers, and of women’s magazines from the 1950s, is contrasted with ethnographic data on workers from various collective farms and semi-urban places, including ‘work heroines’ (peshqadam). Our findings illustrate the hybrid nature of the Soviet regime, advancing theoretical debates on the use of postcolonial theory in Soviet Central Asia.  相似文献

Linking Risk Aversion,Time Preference and Fertiliser Use in Burkina Faso   总被引:1,自引:0,他引:1  
This paper investigates whether Burkinabe maize farmers’ fertiliser-use decisions are correlated with their risk and time preferences. We conducted a survey and a series of hypothetical experiments on a sample of 1500 farmers. We find that more patient farmers do use more fertiliser, but it is only because they plant more maize (a fertiliser-intensive crop) rather than because they use more fertiliser per hectare of maize planted. Conversely, we find no statistically significant link between risk aversion and fertiliser use. We use a simple two-period model, which suggests that risk aversion may indeed have an ambiguous effect on fertiliser use.  相似文献

The impact of the introduction of EU Single Area Payments (SAPs) on farm expansion strategy in Lithuania is investigated, utilising farm accounting and survey data. The introduction of the SAP has a positive influence on farmers' intentions to expand their area compared to a baseline scenario of the hypothetical continuation of pre-accession policy. The switch in policy has a more pronounced effect on farms that were previously credit constrained. While the SAP has been presented as a support that is decoupled from production, its introduction may have ex post coupled effects, through an income multiplier effect on credit constrained farmers.  相似文献

Barnett and Block (Public Choice 140(1–2):1–13, 2009) disagree with some of the points put forward in an empirical study on the pre-1836 English lighthouse system (Cambridge Journal of Economics 30(3):389–502, 2006). They claim first that some private lighthouses were built and maintained for charitable purposes, which in fact does not refute my argument. Second, they misrepresent my empirical analysis, to make it ideological, which they thereafter intend to refute by contradictory ideological assertions. They finally change the evaluation criteria: The efficiency criterion is no longer used and liberty is taken as the ultimate goal.  相似文献

Despite the growth and diversification of the student population, many British universities are still organised to cater for young students without caring responsibilities. Drawing on feminist frameworks of gender equality, this paper explores the ways in which governmental discourse of equal opportunities is articulated, sustained and resisted by staff and studying parents in a 1960s university. While many respondents attempt to comply with the prevailing learner norms entrenched in government policy, some also articulate an alternative discourse justifying the ‘special treatment’ of non-traditional students. However, this paper extends a third narrative that attempts to re-imagine university as an inclusive space.  相似文献

ABSTRACT

The European External Action Service (EEAS), specifically mandated with enhancing coherence between the Common Foreign and Security Policy (CFSP) and non-CFSP bodies on the one hand, and the European Union and member states on the other hand, has the potential to increase CFSP’s contribution to the fight against terrorism and diminish the boundaries between CFSP and other policies. Several of the EEAS’ cooperation and coordination duties, as well as the inclusive composition of the Service, allow for a more coherent approach to counterterrorism policymaking. In practice, coherence is unfolding in diplomatic cooperation with third countries and Common Security and Defence Policy (CSDP) missions, as CFSP and Justice and Home Affairs actors seem to build on one another’s strengths. The picture is more nuanced in the area of intelligence, where the activities of the EU intelligence centre, transferred from the Council of the European Union to the EEAS, are conditional upon member states’ willingness to exchange information. Ultimately, current efforts towards coherence remain subject to a somewhat paradoxical two-speed process: one that encourages the meshing together of institutional actors and policy cultures, while deferring access to justice to national law, thereby yielding a system of protection of individuals à géométrie variable.  相似文献

The study reveals the salience of particular issues in the manifestos of the main British parties for the 1997 and 2003 UK general elections, as well as the 2003 Scottish and Welsh elections, using the method introduced by the Comparative Manifesto Project (CMP) and a modified list of issue categories to reflect the division of government competences between the central and regional governments. Ideological and social base of a party, as well as the delimitation of government competences, are found to be important determinants of issue salience. A more consensual institutional design of the regional government in Scotland and Wales seems to have conditioned larger differences among the issue profiles of parties competing in regional elections, in comparison with general elections. With the institutionalisation of devolution, however, we observe an increase in the similarity of the issue profiles of the same parties in general and in Scottish and Welsh elections, as well as among different parties competing in the same regional elections.  相似文献

The UN Mediation Support Unit (MSU) was created to support peace processes and enable organizational learning. This article analyses the unit through a sociological lens with the aim to understand its present configuration, and what this reveals about the production of knowledge about mediation at the UN. It argues that, because of the constraints imposed by intrastate wars and the existing institutional setting within the Secretariat, the MSU emphasizes generic and depoliticized expertise, by contrast with mediation's traditional reliance on non-transferable skills. This approach, in spite of its pitfalls, enables the unit to justify its own existence and to claim a position of authority within the organization and beyond.  相似文献
