The public administration literature has demonstrated the valuable impact of employees' engagement on public service. However, studies conventionally deal with engagement as a unidimensional construct, with few explanations for its evolution. To promote knowledge in this arena, the authors propose public sector engagement (PSE) as a multidimensional construct, comprising social responsibility, work engagement, and organizational citizenship behaviors at the individual level. The authors develop and examine a set of hypotheses proposing that PSE may be augmented by enhancing civil servants' emotional intelligence (EI) as well as their supervisors' EI. Using a two‐study multimethod approach (i.e., an experiment and a survey), the authors identify employees' and managers' high EI as a critical resource in enhancing PSE. The article concludes by theoretically framing the findings using the job demands‐resources model and illuminating the practical value to public service of better selection and training of high‐EI employees and managers.  相似文献

ABSTRACT

There is a large literature that seeks to evaluate municipal amalgamations ex post, but a relative dearth of scholarly inquiry into the practical political task of persuading the public to accept amalgamations ex ante. We address this important gap in the literature by conducting a rhetorical analysis to ascertain what types of arguments are believed to be efficacious for persuasion on amalgamation. We find evidence to suggest belief in the efficacy of persuading the public through recourse to various projected dreadful consequences, particularly amongst opponents of amalgamation. We conclude by considering some of the reasons behind the observed rhetorics and briefly outline one possible solution.  相似文献

This research examines local authority involvement in education as a function of local policymakers’ perceptions of education as a public service – namely, whether public education is for the benefit of society as a whole, or for individual students and parents. Perceptions of education and involvement in education were assessed through 107 questionnaires returned by mayors and heads of local education departments in Israel. The results show that (1) local policymakers tend to perceive public education as a general public service, and (2) the relationship between this perception and involvement in education varies with the locality’s centre-periphery status. In peripheral localities, perceiving education as a general public service and an understanding of ‘society’ as the local community leads to greater involvement in education. In central localities, involvement rose with a more individualised perception. Implications of the findings are discussed in line with viewing education in the spirit of new localism.  相似文献

The evolution of the New Public Management movement has increased pressure on state bureaucracies to become more responsive to citizens as clients. Without a doubt, this is an important advance in contemporary public administration, which finds itself struggling in an ultradynamic marketplace. However, together with such a welcome change in theory building and in practical culture reconstruction, modern societies still confront a growth in citizens' passivism; they tend to favor the easy chair of the customer over the sweat and turmoil of participatory involvement. This article has two primary goals: First to establish a theoretically and empirically grounded criticism of the current state of new managerialism, which obscures the significance of citizen action and participation through overstressing the (important) idea of responsiveness. Second, the article proposes some guidelines for the future development of the discipline. This progress is toward enhanced collaboration and partnership among governance and public administration agencies, citizens, and other social players such as the media, academia, and the private and third sectors. The article concludes that, despite the fact that citizens are formal "owners" of the state, ownership will remain a symbolic banner for the governance and public administration–citizen relationship in a representative democracy. The alternative interaction of movement between responsiveness and collaboration is more realistic for the years ahead.  相似文献

This study examines the associations between religious affiliation and religiosity and support for political violence through a nationwide sample of Israeli Jews and Muslims. Based on structural equation modeling, the findings show that by and large Muslims are more supportive of political violence than Jews and more religious persons are less supportive of political violence. Deprivation, however, was found to mediate these relations, showing that the more deprived – whether Muslims or Jews, religious or non-religious persons – are more supportive of political violence. The explanatory strength of religion and deprivation combined in this manner was found to be stronger than any of these variables on their own. The findings cast doubt on negative stereotypes both of Islam and of religiosity as promoting political violence. They suggest that governments which want peace at home, in Israel as elsewhere, would do well to ensure that ethnic and religious differences are not translated into, and compounded by, wide socio-economic gaps.  相似文献

Research summary

There is growing evidence that some proactive policing strategies have shown promising results in reducing crime. Most of these strategies are generally applied separately to address specific components of criminal behavior, while the involvement in the crime itself may be caused by different factors. This raises the question of whether an integrative approach that addresses these factors could be an appropriate approach to reduce involvement in the crime. Furthermore, most of these policing strategies have been applied toward regular crime; this leaves us with the question of whether these strategies would show similar results when political offenses are involved as well. Our study focuses on the political offense of stone-throwing in East Jerusalem, usually by Palestinian teenage boys. We applied an integrative approach in one of the Palestinian neighborhoods in East Jerusalem, which included strategies such as focused deterrence, place-based policing, cognitive behavioral therapy, diversion to nonenforcement tracks, and interventions at the community level. We found a large and significant reduction in the targeted neighborhood compared to similar Palestinian neighborhoods. We have not found evidence of displacement, but rather evidence of significant diffusion of crime-control benefits.

Policy implications

The results of the study suggest that an integrative approach that addresses the risks and needs of minority youth can help reduce their future involvement in political offenses. Furthermore, the implementation of promising strategies in the wider context of policing regular crimes may also be effective in responding to political offenses.  相似文献
