AbstractThis article analyses the attempts to reform public administration, notably personnel management, in Italy between 1992 and 2014, with a focus on implementation and the period following the multiple crises that have unfolded since 2008. By untangling the policy learning processes between multiple crises, past reform attempts and domestic and European “contexts in motion”, the article finds that efficiency-oriented reforms have floundered regardless of the political color of governments or indeed of the nature – political or technocratic – of the governments. Domestic factors, notably the frequency of government alternation, i.e. government instability, and European pressure have further reinforced the orientation towards single-loop lessons, i.e. the almost exclusive effecting of short-term cost-cutting measures. 相似文献

This article focuses on the shaping of the aesthetics and ideology of Eduard Limonov’s National-Bolshevik Party (NBP) through the pages of the radical newspaper Limonka. In order to study the making of the NBP as a political and intellectual community, the piece discusses Limonka’s editorial line, its graphic style, and the alternative cultural canon that this radical publication promoted, as well as several interviews with National-Bolshevik activists involved in this process. During its first years of existence, Limonka proposed a selection of controversial artistic, literary, and political role models, and the creation of an alternative fashion and lifestyle. The article argues that by provocatively combining totalitarian symbols, the aesthetics and posture of the historical avant-gardes, and Western counterculture, Limonka produced a collective narrative that contributed to the shaping of a new language of political protest in post-Soviet Russia. This resulted in a complex combination of stiob, a form of parody that involves an over-identification with its own object, and a neo-romantic impulse. This new discursive mode, which the article defines as “post-Soviet militant stiob,” should be seen as part of a series of tactics of radical resistance to what the National-Bolsheviks saw as the dominant neoliberal discourse of the mid-1990s. 相似文献

The problem‐solving capacity and problem‐generating potential of multilevel systems entail the need for the delegation of authority. When the problem concerned is about how to put an abstract policy concept into a practicable policy tool, the choice of the respective delegation trajectory depends on the policy models or the policy‐relevant knowledge that the respective political levels can supply. When regarding the European Union (EU) level as the starting point of knowledge creation and delegation trajectories, and concentrating on transaction costs, policy knowledge and models generated at the international level provide the most cost‐effective solution. Only when the international level is not able to provide further policy knowledge and innovation does the EU delegate its definitional authority, first downward to the member states and then sideways to EU agencies. We illustrate the plausibility of our dynamic understanding of multilevel governance by using Environmental Policy Integration as an example. 相似文献

The military operation in Libya (2011) is a paradigmatic case regarding the growing interaction of new security challenges: regional instability, transnational organized crime and illegal immigration. The main aim of the paper is to answer the question: Why has Italy employed a specifically military instrument to tackle transnational and non-military threats? Through process tracing the research looks at the political debate over the decision-making process in the case of the Italian military engagement in Libya, emphasizing the role played by the strategic culture, international norms and domestic dynamics. 相似文献

The idea that policy makers in different states or countries may learn from one another has fascinated scholars for a long time, but little systematic evidence has been produced so far. This article improves our understanding of this elusive argument by distinguishing between the policy and political consequences of reforms and by emphasizing the conditional nature of learning processes. Using a directed dyadic approach and multilevel methods, the analysis of unemployment benefits retrenchment in OECD countries demonstrates that policy makers learn selectively from the experience of others. Right governments tend to be more sensitive to information on the electoral consequences of reforms, while left governments are more likely to be influenced by their policy effects. 相似文献

Abstract This study analyses behaviour of women's community-based organisations in rural Nepal in reducing prevalence of child malnutrition in member households drawing upon the survey data collected in 2000. The induced institutional innovation hypothesis is tested: are capabilities of women organisations reflecting ‘structured social capital’ positively associated with improved child nutritional status? The effectiveness of outside interventions is also tested. Econometric results based on 2SLS show that higher capabilities of the autonomous group are associated with lower underweight. We also demonstrate that enhanced knowledge diffusion, combined with growth promotion, represents an effective instrument for empowering rural women in acting to reduce the prevalence of chronic malnutrition. 相似文献
