Public policy usually develops in complex networks of public, quasi-public and private organizations. It is now generally accepted that these networks set limits to the governance capability of the administration. A good deal less is known about the opportunities which policy networks offer for tackling social and administrative problems. This article deals with the way network management enables government organizations to benefit from networks. Building on the theoretical concepts of‘networks’and‘games’, two forms of network management are identified: game management and network structuring. Four key aspects can be identified for both of these management forms: actors and their relations, resources, rules and perceptions. At the same time, criteria for the assessment and improvement of network management are examined. The article concludes with a consideration of the limits of network management. 相似文献

GOVERNING ENVIRONMENTAL CONFLICTS IN CHINA: UNDER WHAT CONDITIONS DO LOCAL GOVERNMENTS COMPROMISE? 下载免费PDF全文
In recent years, governing environmental conflicts concerning the planning, construction, and operation of urban facilities has increasingly become a challenge for Chinese local governments. Chinese governments seek adequate responses to deal with these conflicts, for instance by ignoring criticism and sticking to initial decisions, by suppressing protests, or by compromising. In this article, by analysing 10 cases of conflict in China using crisp‐set qualitative comparative analysis (csQCA), we aim to investigate which combinations of diverse conditions lead to changes in local governments' decisions. Four contextualized paths to explain both the presence and the absence of these changes are identified. These findings increase our understanding of the mechanisms underlying the governance of environmental conflicts in China and may inform Chinese governments and non‐state actors who are seeking ways to deal adequately with them. 相似文献
