Bicameralism and Minority-Party Influence on Legislative Development: Evidence from House Standing Committee Votes

The ability of the minority party to influence legislation in Congress is debated. Most bills are passed with large bipartisan majorities, yet the House, where most legislation is developed, is seen as a majority-party-dominated institution. I develop a theory of House minority-party influence at the committee markup stage as a result of the Senate’s institutional rules. An original data set of congressional committee votes shows that minority-party support in House committees predicts House and Senate passage. During unified party control of the chambers, an increase in Senate majority-party seats results in lower minority-party support for the legislation in the House committee, while during divided party control of Congress, the House majority passes more extreme bills as the chambers polarize. Even in the majority-party-dominated House, the minority’s preferences are incorporated into legislation, and the Senate’s institutional rules moderate bills to a significant degree.     

Composite Machine Learning Algorithm for Material Sourcing,

This study developed a composite machine learning algorithm for attribution of materials of forensic interest (like ammonium nitrate) to original sources. k-nearest neighbor and random forest models were used for source elimination and classification, respectively, in a two-step, composite algorithm based on particle color, size/shape, and trace element concentration features. Novel approaches for simulation to supplement within-source reference features based on empirically measured multi-lot analyses, an improved hold-one-lot-out method for cross-validation, an assessment of the likelihood of the presence of a reference sample, fusion of the source probabilities from the respective classification models, and the calculation of metrics for assessing ensemble sourcing performance are described. Excellent sourcing predictions were obtained; the sourcing algorithm identified the correct source as the top choice 89% of the time, and the correct source was identified to be an average of 2.7 times more likely than the most likely incorrect source.     

Towards food sovereignty: interrogating peasant voice in the United Nations Committee on World Food Security

The goal of the direct participation of food producer constituencies – and other citizens – is a key component of food sovereignty, the policy framework first launched by La Vía Campesina and engendering the much wider food sovereignty movement. In this paper, I outline the reasons why the reform of the United Nations Committee on World Food Security (CFS) can be regarded as historically significant to this goal. Focusing upon the CFS's aspirations for inclusivity, I outline a framework for interrogating the experiences of social movement activists representing food producer constituencies seeking to convert their formal right to participate in the CFS into substantive participation. Going beyond the capturing of their experiences, the framework also reveals the different ways in which their challenges in attaining substantive participation can be overcome, with a particular emphasis upon adjustments within the arena itself. The paper concludes with an overview of the research agenda suggested by Raj Patel (2009), amongst others, and alluded to further in the content of this paper.     

People,power, change: three pillars of a food sovereignty research praxis

ABSTRACT

This article is situated within nascent debates on the role of academics within food sovereignty movements. Drawing on insights from a collective autoethnography, we report on our experiences conducting three food sovereignty research projects in different contexts and at different scales. We suggest that that the principles and practices of food sovereignty translate into a food sovereignty research praxis. This consists of three pillars focusing on people (humanizing research relationships), power (equalizing power relations) and change (pursuing transformative orientations). This article discusses these pillars and analyzes the extent to which we were able to embody them within our projects.
