International media has established an image of Haiti as a disorganised and violent society. However, this article argues that—and reveals why—this characterisation is incorrect. The article explores how the structures and traditions of Haitian local communities react and respond to the needs of the communities and to the disputes that arise within them. It explores the causes of local conflicts and their relationship with the larger conflict picture in Haiti, and furthermore investigates the challenges faced by local models of conflict prevention and how these are affected by national policies as well as by the presence of foreign actors in the country. The analysis is based on a survey and on fieldwork carried out in different regions of Haiti during the period 2007–2013. The article concludes with recommendations to pay more attention to the challenges that local conflict prevention efforts face—as a result of the larger liberal peace-building framework.  相似文献

Political appointees from different parties from that of their minister—cross‐partisan appointees (CPAs)—are increasingly found in the core executive. Ministerial advisory scholarship has overlooked CPAs, while the coalition governance literature sees them as ‘spies’ and ‘coalition watchdogs’. This article argues theoretically and demonstrates empirically that this conceptualization is overly limited. The empirical basis is a large‐N survey of political appointees from two Norwegian coalitions, and a qualitative follow‐up survey of CPAs. The results show that CPAs monitor on behalf of their party, provide cross‐partisan advice to their minister and perform many of the same tasks as regular partisan appointees, including exercising independent decision‐making power. In this research context, most CPAs act as coalition liaison officers who, rather than create tension and negative dynamics, contribute to building trust between coalition partners.  相似文献

ABSTRACT

The article's starting point is that the persuasiveness of arguments for and against performance information's usefulness for elected representatives in government is limited by a lack of empirical evidence. Based on survey data from Norwegian local government, the article identifies factors that condition the extent to which councillors search for performance information when faced with decision dilemmas. One such factor is within-polity rank; frontbenchers are more inclined than backbenchers to search for performance information. A second factor is education; the best educated councillors are least inclined to search for performance information. A third factor is political experience; inexperienced councillors are most inclined to search for performance information. Theoretical and practical implications of these and other findings are discussed.  相似文献

Hypoxanthine (Hx) is formed by hypoxic degradation of adenosine monophosphate (AMP) and might be elevated due to antemortem hypoxia. However, it also increases after cessation of the life processes. Until now measurements of potassium in corpus vitreous humor have been used by forensic pathologists to determine postmortem time. In this study the influence of postmortem time and temperature on vitreous humor Hx and potassium levels were compared. Repeated sampling of vitreous humor was performed in 87 subjects with known time of death and diagnosis. The bodies were kept at either 5 degrees C, 10 degrees C, 15 degrees C or 23 degrees C. Hx was measured by means of HPLC and potassium by flame photometry. In 19 subjects from whom samples were obtained within 1.5 h after death, the normal level of Hx could be estimated to be 7.6 mumol/l and that of potassium to be 5.8 mmol/l. The spread of the potassium levels measured shortly after death was much greater than for the corresponding Hx levels. In the four temperature groups the Hx level increased 4.2, 5.1, 6.2 and 8.8 mumol/l per h, respectively, whereas the corresponding figures for potassium were 0.17, 0.20, 0.25 and 0.30 mmol/l per h. The vitreous humor concentration of both Hx and potassium increases fairly linearly after death. The slopes are steeper with increasing temperature. Since the scatter of the levels is greater for potassium than for Hx, the latter parameter seems to be better suited for the determination of time of death in cases without antemortem hypoxia, especially during the first 24 h.  相似文献

ABSTRACT:

This article demonstrates the value of conceptualizing four ideal types when studying ministries’ contract steering of state agencies—relational, double-whammy, performance, and behavioral steering—each defined by its combination of input- and output-oriented steering. In the system under study—Norway—about half of all agencies are subjected to steering with a clear profile; the other half are not. The two profiles often dismissed or overlooked in existing research—relational and double-whammy steering—are most common. Thus, introducing a contract regime has not meant a clear shift from input to output control, as posited by some. Most agency characteristics under study—size, age, political salience, and tasks—have significant effects on the likelihood that an agency is subjected to one type of steering or another. Still, the analysis suggests that agency-level characteristics constrain ministerial choice about which steering to practice only to a limited extent.  相似文献

In a decentralized welfare state, central and local governments need each other to settle refugees. Using the case of Norway, the article studies how these interdependencies have been governed over time, including through the 2015–2016 refugee crisis. Norway's refugee settlement programme is a conscious hybrid of market and network governance and it has remained essentially stable for more than 20 years, despite several changes in government, large fluctuations in the number of refugees, and long periods of poor performance vis-à-vis settlement targets. This surprising programme stability is explained by a combination of extraordinary political adherence to the democratic value of local government autonomy, the cupidity of local governments, and abundant state economic resources during the period under study.  相似文献

Despite severe political instability and many political crises since independence, Madagascar has experienced peace for nearly four decades. Unlike the dominant research on causes of armed conflict, this article focuses on the causes of peace. It introduces a new concept—domestic capabilities for peaceful conflict management—to identify factors related to conflict fault lines, civil–military relations and a culture of constructive conflict management, that facilitate the prevalence of peace. The domestic capabilities for peaceful conflict management perspective draws attention away from preventive diplomacy and external intervention and places the focus on internal capabilities for peace. On this basis, the article also analyses the severe crisis in 2009 and how it was handled.  相似文献

Local government systems change at varying speeds. While some countries have dramatically reduced the number of local governments during a short period of time, other countries have seen only incremental change or relative inertia. A number of explanations for structural change have been put forward in the comparative local government literature, but these explanations have to a small extent been tested empirically. This article uses statistical indicators to analyse changes in the local government systems in 17 Western European countries between 2004 and 2014. Some often-cited explanations for what drives structural change receive little support. Still, the article demonstrates that changes tend to occur in situations marked by different combinations of decentralisation, urbanisation, fiscal stress and a recent history of territorial upscaling.  相似文献

Are bureaucracies in fact controlled by the president, Congress, or legislation? We analyze a 1998 policy change in the Department of Defense’s (DoD) $6.5 billion annual military housing allowance program. Results show that both the president and Congress were able to influence the bureaucracy, even in the presence of an exceedingly specific law that outlined the manner in which the DoD was to allocate the funds. After policy implementation, allowances were disproportionately higher in locations that (a) supported the president in the 1996 election and (b) were represented by members of the House or Senate Armed Services Committees.  相似文献

ABSTRACT

This contribution explores the role of the state in the contemporary food regime in light of critical theories of neoliberalisation. Heeding recent calls for downscaling food regime analysis, I suggest a Gramscian reinterpretation of recent right-to-food legislation in India on the backdrop of longer histories of capital, power and nature. I argue for seeing the recent right-to-food case in India as partaking in a longstanding hegemonic process of neoliberalising the country’s agro-food system, where hegemony is negotiated through unstable equilibria facilitating renewed capital accumulation for dominant classes.  相似文献
