In this article we present a political economy model to analyse the effects of union elections. Union elections are the prerequisite for participating in collective bargaining and they are a unique Spanish institution for union recognition. We apply standard political economy assumptions to model the union elections in order to understand their influence on the dynamics of the unemployment rate. Although union elections give the right to vote to virtually all workers, we show that insider power exists and that it introduces a hysteresis effect on the unemployment rate. In addition, the model shows how the date of the union elections can amplify the business cycle. This essay analyses how Mexican presidents have interpreted the concepts of drug trafficking and national security and how these particular connotations have redefined national sovereignty and the specific role of the armed forces in protecting this sovereignty. A qualitative technique of discourse analysis is used to examine public speeches by Zedillo (1994–2000), Fox (2000–2006) and Calderón (2006–2012). The conclusions suggest that drug trafficking and US omnipresence are the two main issues that shaped Mexico's national security threats during this period, with qualitatively distinct trajectories.  相似文献

In the 1990s, Brazilian Congress approved an electoral quota for female candidates in parliamentary competition (with exception of the Senate). The reticence of the law and the peculiarities of the Brazilian open lists electoral system have given rise to concern that the quotas will fail. In fact, there has been no great increase in the number of women in Brazilian legislatives – there has been some change in the municipalities, a little less in the states and almost nothing at the federal level. Analysing in detail the results of four elections to the federal Chamber of Deputies, two before and two after the quotas, it becomes apparent that, in Brazil, the impact of quotas is mediated far more than in other countries. Quotas provide, above all, an incentive to party elites to support an increase in the number of female political leaders, and the results may appear only at mid term.  相似文献

Abstract.   This article demonstrates that the design and nature of agricultural support schemes has an influence on farmers' perception of their level of dependence on agricultural support. While direct aid payments inform farmers about the extent to which they are subsidised, indirect support mechanisms veil the level of subsidisation, and therefore they are not fully aware of the extent to which they are supported. To test this hypothesis, we applied data from a survey of 4,500 farmers in three countries: the United Kingdom, Germany and Portugal. It is demonstrated that indirect support, such as that provided through artificially high consumer prices, gives an illusion of free and competitive markets among farmers. This 'visibility' hypothesis is evaluated against an alternative hypothesis that assumes farmers have complete, or at least a fairly comprehensive level of, information on agricultural support schemes. Our findings show that this alternative hypothesis can be ruled out.  相似文献

This article discusses the use of the term 'race' as a corpus of racial theories sustained by scientific knowledge of biological human evolution in late nineteenth-century Mexico. It also explores how scientific and political discourses have constructed equivalent notions of race and national subjects, and how racial thought is imbedded in nation-building processes within the context of knowledge and social differentials in Mexico's national history. This is carried out through an examination of the second chapter of the second volume of Mexico a través de los siglos (Mexico Throughout the Centuries), by Mexican historian Vicente Riva Palacio (1832–1896), seen through the perspective of cultural history.  相似文献

This article analyses the institutional and contextual factors that facilitate the election of political newcomers as heads of government in democratic regimes. Using data from 870 democratic elections between 1945 and 2015, it is found that political newcomers are more likely to be successful in presidential systems, in new democracies and when party systems are weakly institutionalised. The election of politically inexperienced candidates is also related to governmental performance. Political newcomers are more successful when the economic performance of the government is bad and when the government engages in high‐level corruption.  相似文献
