This study examined several methods used to estimate oral fissure position, lip margin position, and lip thickness recommended by Angel, George, Lebedinskaya, Taylor, Wilkinson et al., Balueva and Veselovskaya. A sample of 86 lateral head cephalograms of adult subjects from central Europe were measured and the actual and predicted dimensions were compared. The best estimation for oral fissure position was “opposite the lower ¾ mark of maxillary incisors” (error of 1.3 mm). Upper lip margin was predicted best by “upper ¼ mark of maxillary incisors” (error of 1.7 mm), and lower lip margin by “cementum‐enamel junction of mandibular incisors” (error of 2.3 mm). The regression equations of Wilkinson et al. displayed least error (1.3 mm and 1.8 mm, respectively) for upper and lower lip thickness, and method of George (error of 3.4 mm) for total lip thickness.  相似文献

Produced water should be viewed as an environmental asset—part of the water resource solution—not as a waste that contributes to environmental problems; its treatment and reuse can reduce the stress on fresh water resources. Treatment cost is the most significant factor determining the volume of produced water that will be available for reuse. Water pricing, which is in large part a matter of public policy, must also be considered when reexamining how to maximize the use of this valuable resource. When deciding whether to treat and use produced water companies will need to weigh the risk of litigation and regulatory enforcement actions against the benefits of introducing treated water into the stream of commerce. Allaying the public's fear of chemicals in the water supply is also a significant factor in determining whether produced water is viewed as part of a water resource solution or as a waste by-product.  相似文献

This study examines two recently proposed methods for predicting nose projection from the skull, those developed by Stephan et al. (Am J Phys Anthropol 122, 2003, 240) and Rynn et al. (Forensic Sci Med Pathol 6, 2010, 20). A sample of 86 lateral head cephalograms of adult subjects from Central Europe was measured, and the actual and predicted dimensions were compared. Regarding nose projection (the anterior and vertical position of the pronasale), in general, the method of Rynn et al. (Forensic Sci Med Pathol 6, 2010, 20) was found to perform better and with less error variance than the method of Stephan et al. (Am J Phys Anthropol 122, 2003, 240), but the mean difference between the actual and predicted values did not exceed 2.2 mm (6.5% of the actual dimension) in most of the variables tested. The vertical dimensions of the nose were predictable with greater accuracy than the horizontal dimensions. Although the mean error of both methods is not great in practice and thus both methods could be considered to be “accurate,” the real variance of error should not be overlooked.  相似文献

Standard anticorruption interventions consist of intensified monitoring and sanctioning. Rooted in principal‐agent theory, these interventions are based on the assumption that corrupt acts follow a rational cost‐benefit calculation by gain‐seeking individuals. Given their mixed results, however, these interventions require closer scrutiny. Building on goal‐framing theory, the authors argue that rule compliance requires a salient normative goal frame, since monitoring can never be perfect. Being inherently brittle, it needs constant reinforcement through external cues operating alongside formal monitoring and sanctioning. Leaders and peers setting a good example can provide such cues. In line with this hypothesis, analysis of multilevel repeated measures data from a vignette study of 580 Indonesian senior civil servants shows that the perceived likelihood of a hypothetical civil servant accepting a bribe is lowest when monitoring and sanctioning are strong and when leaders and peers are known to have refused bribes in the past.  相似文献

The origins of the powerful sugar lobby in Maharashtra date back to the 1950s. Post Independence, cooperatives formed an integral part of the Congress vision of ‘rural development with local initiative’. A ‘special’ status was accorded to the sugar cooperatives and the government assumed the role of a mentor by acting as a stakeholder, guarantor and regulator. Persistence of the maze of regulations instituted five decades ago, despite its stated rationale being thwarted, suggests that it is maintained by entrenched vested interests. This paper calls for a fresh start with minimal regulations. The teething problems and initial market failures that may occur cannot be worse than the continuing saga of government failure.  相似文献

The flypaper effect refers to the phenomenon whereby expenditure stimulus from unconditional grants exceeds that from an equivalent increase in income. The flypaper effect has been described as "money sticks where it hits." The present study empirically tests the flypaper effect for the Indian economy. The study also tests the asymmetry hypothesis that looks at the impact of retrenchment in grants. Results obtained in the present study show the flypaper effect to be vindicated. We find that both capital and revenue expenditures receive a greater stimulus from grants than would an increase in income. Results show that in the prereform period both revenue and capital expenditures are maintained during periods of grant cuts. However, in the postreform period it is only expenditures on revenue accounts that are maintained in periods of grant reduction. We also find that during periods of grant reduction, state governments maintain their expenditure programs by raising their own tax revenue. This suggests that grants from the center have had a disincentive effect and could be a reason that state governments have not exploited their tax potential to the fullest. By bringing to the fore the disincentive effect of grants we wish to emphasize the urgency of taking a closer look at restructuring and redesigning our system of intergovernmental transfers.  相似文献

Decentralization in India has only recently gained momentum,particularly with the 73rd and 74th amendments in 1992, whichextended constitutional recognition to local governments. Againstthis backdrop, this article examines the Leviathan hypothesisput forth by Brennan and Buchanan for the Indian economy. Thehypothesis asserts that total government intrusion into theeconomy should be smaller when taxes and expenditure are decentralized.A caveat to the Leviathan hypothesis is the Collusion hypothesis,which suggests that the disciplining impact of decentralizationcan be nullified if revenue decentralization does not keep pacewith expenditure decentralization and if there is an increasein dependence on intergovernmental grants. Empirical testingfor the Indian federation vindicates both hypotheses, thus suggestingthat a two-pronged strategy is required if government growthis to be checked. More effort must be made to strengthen localbodies. This must be accompanied by a close look at intergovernmentaltransfers and by an attempt to restrict their growth.  相似文献

This article analyzes a dataset of policy views of members of the Brazilian Congress to assess the nature of support for genderrelated policy issues. It makes three core claims. First, liberal and progressive opinions on gender correspond to party membership more than to sex. Left parties have consistent and programmatic policy positions on controversial gender issues. Women and men are more divided, as are parties of the center and the right. Second, coalitions supporting change differ across policy issues. Support for gender quotas, for example, does not translate into support for more liberal abortion laws. Third, there is a large gap between legislators' attitudes toward gender-related policy and actual policy outcomes. Institutional deadlock and executive priorities explain this discrepancy. This article concludes that although women may share some interests by virtue of their position in a gender-structured society, these interests may be trumped by partisan, class, regional, and other cleavages.  相似文献

This article examines decentralization in the state of Maharashtrain India, especially with respect to the functioning of itsurban local governments. Using panel data, the article specificallyinvestigates the flypaper effect of grants from the state governmentto urban local bodies. It also addresses the asymmetry hypothesis,which states that subnational governments respond differentlyto a reduction in grants than to an increase. Our results demonstratethe presence of the flypaper effect, but evidence regardingthe asymmetric response to a reduction in grants is ambiguous.  相似文献

This study measured the accuracy of traditional and validated newly proposed methods for globe positioning in lateral view. Eighty lateral head cephalograms of adult subjects from Central Europe were taken, and the actual and predicted dimensions were compared. The anteroposterior eyeball position was estimated as the most accurate method based on the proportion of the orbital height (SEE = 1.9 mm) and was followed by the “tangent to the iris method” showing SEE = 2.4 mm. The traditional “tangent to the cornea method” underestimated the eyeball projection by SEE = 5.8 mm. Concerning the superoinferior eyeball position, the results showed a deviation from a central to a more superior position by 0.3 mm, on average, and the traditional method of central positioning of the globe could not be rejected as inaccurate (SEE = 0.3 mm). Based on regression analyzes or proportionality of the orbital height, the SEE = 2.1 mm.  相似文献
