Environmental dispute resolution and hazardous waste cleanups: A cautionary tale of policy implementation

New York State experimented with replacing their litigation-oriented system for achieving toxic dump site cleanup with one promising to lower transaction costs through alternative dispute resolution. Our analysis of outcomes is informed by three generations of implementation work focusing on (1) the motivations and incentives shaping individual behavior, (2) the larger organizational and political factors associated with variation across cases, and (3) the generic properties of policy implements. This mosaic approach to explanation produces, we believe, a more lifelike picture of use to policy makers for understanding the dynamic and interrelated nature of their choices.     

Industry/University interaction for simulation-based process improvement

This paper describes an effort by industry and university partners to centralize manufacturing decision making through the development of generic simulation tools. This ongoing, cooperative process improvement initiative between the Industrial and Systems Engineering faculty at the University of Alabama in Huntsville (UAH) and Chrysler’s Huntsville Electronics Division (HED) permits the involved faculty to broaden their experience and technical expertise in electronics fabrication, while the industry partner benefits from the transfer of technical knowledge and advanced analysis methodologies from the university. The focus of the project is the definition of generic electronic manufacturing models that can be easily defined and implemented through common user-oriented interfaces, allowing users who are not familiar with simulation and simulation languages to address the needs of their particular functional areas.

The relationship management function of public affairs officers in Chile: Identifying opportunities and challenges in an emergent market

Research on the public affairs profession in both South and Latin America is one of the leading limitations today in international public relations research. This study helps to lessen such a gap by offering more realistic insight into the ideologies and pressures that govern public affairs practice in Chile. In‐depth interviews were conducted with 15 experts who are current senior‐level public affairs practitioners in the Chilean capital of Santiago. Results offer three key insights: First, the core function of public affairs in Chile surrounds behaviors of lobbying and governmental relations. Second, leveraging cohesion between organizational private interest and the public interest is a key to leveraging pressure on elected officials and governmental agencies. Lastly, there is significant concern regarding public trust in the lack of transparency in the Chilean public affairs field, facilitated by insufficient governmental regulation. Such research offers practical and grounded insights for public affairs and public relations scholarship.     

Configurations of Identity Among Sexual Minority Youth: Context,Desire, and Narrative

Youth with same-sex desire undergo a process of narrative engagement as they construct configurations of identity that provide meaning and coherence with available sexual taxonomies. This article presents a theoretical analysis and four case studies centering on the relationship among context, desire, and identity for youth with same-sex desire. Through an interpretive, holistic analysis of the personal narratives of youth, we examine the integration of same-sex desire, behavior, and identity in the general life story and the selective appropriation of elements of “master narratives” of sexual identity development. Narratives were characterized by challenges to integrate desire, behavior, and identity into a configuration that conformed to the received sexual taxonomy. Implications for theory and further research on sexual identity development are discussed.     

A Survey of Perspectives on Intergovernmental Relations: A Comparative Analysis of the Czech and Slovak Republics

The results of a survey of local government officials from the Slovak and Czech Republics taken in December of 2005 are presented and analysed. Attitudes about and perspectives on intergovernmental fiscal relations in the two republics are probed. Differences and similarities in Czech and Slovak views are established regarding some of the perceptions of local autonomy and the sufficiency of available funds; whether or not public services are supplied by the appropriate levels of government; the potential benefits of adopting a serious rather than a nominal property tax; and the flexibility of local budget planning in Czech and Slovak cities and towns.     

“Bordering on Treason”? Sir Raphael Cilento and Pre‐Second World War Fascism in Australia

Sir Raphael Cilento died on 16 April 1985 at the age of ninety‐two. The notice in the Canberra Times spoke of Cilento's “worldwide” reputation in tropical medicine, his contribution to the public health service in Queensland, and his role with the United Nations in the immediate post‐war years. In short, he was an “eminent son of Australia”. But Sir Raphael Cilento's halo has been tarnished by his persistent eugenicist beliefs and his later association with the anti‐Semitic League of Rights. There were also lingering allegations and rumours about his apparent pre‐war association with Fascism. Without the evidentiary “smoking gun”, this association has occasionally been alluded to by scholars but never fully examined. Drawing on an unreleased, previously classified security file, this article addresses this question in Cilento's life. Through an examination of what the security service and military intelligence knew of Cilento's activities, the article argues that Cilento was at best an active fellow traveller and at worst a card‐carrying Fascist who narrowly escaped internment.
