Climate change poses significant physical, ecological, social and economic challenges to environmental, human and national security in polar regions. From an oceans governance perspective, increased human access to formerly ice-covered areas, and the potential for increased activities such as fishing, shipping, tourism, bioprospecting, off-shore mining, and oil and gas exploration, present significant legal challenges. While the issues are not unique to polar areas, the geopolitical, geographical and physical characteristics of the polar regions provide a unique and demanding framework in which to identify and address jurisdictional issues and issues relating to the protection of polar marine environments. This article attempts to identify the legal challenges ahead and to provide preliminary observations as to how the polar oceans governance regime might develop in the future.  相似文献

This article examines the state-creation process in Nigeriain the context of military regime survival in the 1990s. Nigeriaentered a period of protracted political crisis following theannulment of the 12 June 1993 presidential election and theentrenchment of the Abacha military government. The southwest,or Yorubaland,was the hotbed of opposition to continued militaryrule. This research shows how the Abacha government utilizedthe neo-colonial strategy of ‘divide and survive’to fragment opposition in Yorubaland, and how the governmentdivided regional opposition both socially and spatially. A localcoalition of Ekiti elites chose statehood over solidarity withtheir fellow Yorubas opposing Abacha, particularly those alignedwith Afenifere and the Oduduwa People’s Congress. Newstate movements — like that for Ekiti State — promotedmore local identities at the expense of pan-Yoruba solidarityand unified opposition to the regime. The article is based onsix months of fieldwork in Nigeria in 2002, including a casestudy of the movement for the creation of Ekiti State. Overall,it seeks to contribute to our understanding of the geographyof regime survival.  相似文献

This paper traces the ways in which the language of reconciliation promotes and detracts from responsibility. What it means to be responsible and to take responsibility is explored through a reading of J. M. Coetzee's novel, Disgrace . Coetzee provokes a nuanced examination of the nature of reconciliation and responsibility in post-apartheid South Africa, particularly how deep a moral transformation is needed and of whom it should be expected. The tensions between pro forma acknowledgement and deep moral transformation are examined with respect to the competing narratives of reconciliation and responsibility that took place during the Truth and Reconciliation Commission and afterwards in South African civil society. The paper concludes with a warning about the delicate balance between responsibility and vilification, reconciliation and denial.  相似文献

Being a victim of sexual aggression from a peer is a common experience among adolescents and poses a significant risk for various forms of psychopathology. Unfortunately, little is known concerning specific interpersonal factors that increase an adolescent’s risk for experiencing sexual aggression. The current study assessed the contribution made by several interpersonal factors both for the first and repeated experience of becoming a victim of sexual aggression from a peer. Data were collected annually from a longitudinal sample of 200 adolescents over a period of 4 years and were analyzed using multiple-spell, discrete-time survival analysis. Approximately 46% of the adolescents reported experiencing some form of sexual aggression by the end of wave 4. Further, 65% of victims reported experiencing a repeat incident of aggression. Females were at higher risk both for initial and repeated victimization, as were adolescents with more sexual experience and higher levels of rejection sensitivity. Results are discussed in terms of implications for future prevention efforts.

Many scholars argue that citizens with higher levels of political trust are more likely to grant bureaucratic discretion to public administrators than citizens with lower levels of trust. Trust, therefore, can relieve the tension between managerial flexibility and political accountability in the modern administrative state. Unfortunately, there is little empirical evidence showing that trust is actually associated with citizens' willingness to cede policy-making power to government. This article tests theories about political trust and citizen competence using the case of zoning. Trust in local government is found to be an important predictor of support for zoning, but trust in state government and trust in national government have no effect. These findings suggest that trust affects policy choice and helps determine how much power citizens grant to local administrators.  相似文献
