Do local governments learn from their successful peers when designing public policies? In spite of extensive research on policy diffusion and learning, there is still a lack of studies on how success relates to learning patterns. We address this deficiency by examining which other governments local administrative units draw lessons from. More precisely, we investigate whether public managers learn from the experiences of local governments whose citizens are satisfied with government services. Using a large dyadic dataset on all Swedish municipalities from 2010, we find that senior public managers in local administrations learn from similar local governments and from neighbours. But we also find clear evidence that they learn from local governments whose citizens are pleased with local public services. This indicates that best practices are spread among local governments.  相似文献

This article describes the nature, extent, and empirical ramifications of nonfelonious sex crimes on the New York City subway. Nonfelonious sex crimes are defined as those offenses designated “sexual abuse” and “public lewdness” in the revised New York Penal Code of 1967. excluding sexual abuse in the first degree. Offenders are predominantly black and Hispanic; victims white, youthful, and unexceptional in looks. Contrary to psychiatric stereotypes, 50% of recidivists in rhese crime categories prove to have arrest records for violent crimes. including nonsexual ones: and sexual abuse and public lewdness recidivists tend to commit either offense interchangeably.  相似文献

This paper analyses regulation by contract in public‐private partnerships (PPPs) for infrastructure services. Although the benefits of competition for the market and subsequent regulatory contracts are recognized, the literature also identifies contract design failures. When considering these limitations, it is useful to distinguish between contracts associated with purely contractual PPPs (concessions) and contracts for institutionalized PPPs (mixed company). Two cases from the Portuguese water sector are used to illustrate problems arising in the preparation of public tender documents: the ‘best’ bidder is often not the winner. Often, risks are not allocated correctly nor is effective monitoring ensured. Comparisons between the two types of contracts show how external regulation can be useful in mitigating contractual problems. This examination of bidding procedures and contract design yields several implications for policy‐makers; in addition, the study presents recommendations for improving regulatory contracts.  相似文献

This article considers change in academe in Sweden and England, focusing on gender equity and the new public management reforms. In drawing on social movement theory, it is argued that public sector agendas in these countries have been affected by the influences of their respective women’s movements as well as by the new public management. The article explores these developments through the experiences of a group of employees whose voices are heard infrequently in the literature, those in middle‐level academic positions in universities who are responsible for delivering change. It is argued that the rational, hierarchical, masculine discourses of the new public management offer challenges to women’s movement supporters, whose influences and responses are examined. It is contended that the use of social movement theory, as a vehicle through which to conceptualize change, offers a number of insights. These are: the contribution made to gender equity by women who are not self‐defined feminists or strongly committed to equal opportunities, known as femocrats; the contribution made by some supportive men to gender equity; and the potential for future collective opposition to the new public management from women’s movements.  相似文献

Consultation of major interest groups is a widespread administrative practice in many EU member states. To date it is unclear, however, how advancing European integration influences domestic consultation practices. This article examines the impact of European integration on domestic consultation practices by conceptualizing how the underlying rationales of government–interest group interactions and the level of involvement of interest groups are affected by European integration. The study draws on original survey data on senior civil servants in Britain and the Netherlands to empirically examine these effects. European integration is related in a limited way to domestic consultation practices, both in Britain and the Netherlands. This small but significant effect is mostly observed during the process of domestic preference formulation in EU‐level policy making. Our findings suggest that intra‐organizational processes, for example organizational routines and task‐specialization, potentially play a greater role than has thus far been appreciated in Europeanization studies.  相似文献

Studies have found that African Americans are more likely to perceive racial biases in the criminal justice system than are those from other racial groups. There is a limited understanding of how neighborhood social processes affect variation in these perceptions. This study formulates a series of hypotheses focused on whether perceived racial biases in the criminal justice system or perceptions of injustice vary as a function of levels of moral and legal cynicism as well as of adverse police–citizen encounters. These hypotheses are tested with multilevel regression models applied to data from a sample of 689 African Americans located in 39 neighborhoods. Findings from the regression models indicate that the positive association between structural disadvantage and perceptions of injustice is accounted for by moral and legal cynicism. Furthermore, adverse police encounters significantly increase perceptions of injustice; controlling for these encounters reduces the strength of the association between cynicism and injustice perceptions. Finally, the findings reveal that cynicism intensifies the association between adverse police encounters and perceptions of criminal injustice. The results are discussed in terms of their implications for research regarding perceived biases in the criminal justice system and neighborhood social processes.  相似文献

This article explores the compound machinery of government. Attention is directed toward decision making within the core executive of the European Union—the European Commission. The article studies seconded national civil servants (SNEs) hired on short‐term contracts. The analysis benefits from an original and rich body of surveys and interview data derived from current and former SNEs. The decision‐making dynamics of SNEs are shown to contain a compound mix of departmental, epistemic, and supranational dynamics. This study clearly demonstrates that the socializing power of the Commission is conditional and only partly sustained when SNEs exit the Commission. Any long‐lasting effect of socialization within European Union's executive machinery of government is largely absent. The compound decision‐making dynamics of SNEs are explained by (1) the organizational affiliations of SNEs, (2) the formal organization of the Commission apparatus, and (3) only partly by processes of resocialization of SNEs within the Commission.  相似文献

Although numerous studies have found a strong relationship between offending and victimization risk, the etiology of this relationship is not well understood. Largely absent from this research is an explicit focus on neighborhood processes. However, theoretical work found in the subculture of violence literature implies that neighborhood street culture may help to account for the etiology of this phenomenon. Specifically, we should expect the magnitude of the victim–offender overlap to vary closely with neighborhood‐based violent conduct norms. This research uses waves 1 and 2 of the Family and Community Health Study (FACHS) to test the empirical validity of these notions. Our results show that the victim–offender overlap is not generalizeable across neighborhood contexts; in fact, it is especially strong in neighborhoods where the street culture predominates, whereas it is significantly weaker in areas where this culture is less prominent. These results indicate that neighborhood‐level cultural processes help to explain the victim–offender overlap, and they may cause this phenomenon to be context specific.  相似文献
