AbstractFederal housing subsidies are allocated without regard to spatial differences in the cost of living or quality of life. In this article, we calculate housing subsidy payments for participants in the Housing Choice Voucher (HCV) program and demonstrate that these subsidies are significantly related to metropolitan quality-of-life differentials. We then estimate amenity-adjusted subsidies and compare these estimates with data from the U.S. Department of Housing and Urban Development’s Location Affordability Portal. Our analysis yields three insights regarding the relationship between federal housing assistance payments (HAP), metropolitan quality-of-life differentials, and transportation cost burdens. First, HCV HAP show a strong inverse correlation with household transportation expenditures, and this is particularly pronounced for low-income households. Thus, HAP do not address location affordability because those living in high-transportation cost metropolitan areas receive the lowest housing subsidies. Second, we present evidence that HAP are positively related to metropolitan quality-of-life differentials. This suggests that high-amenity metropolitan areas also tend to be the most affordable from a transportation cost perspective. In Westminster parliamentary democracies like Australia, Canada, and New Zealand, research has found that cabinet composition is driven mainly by longstanding norms and practices that privilege older, white males with certain educational and political experiences. Do these trends apply at the subnational level where the demographic make-up can be quite different? To answer this question, we draw upon an original dataset of all members of the legislative assembly and cabinet in three Canadian territories from 1979 to 2022. These territories are unique given that Indigenous communities loom large in their governments and societies. Using an event history model, we find that territorial cabinets very much reflect the demographic make up of their legislatures, similar to what occurs at the federal level. We also observe important differences between the territories, which suggest that the influence of Westminster structures and norms are likely mediated by factors unique to each territory. 相似文献

The Asian story of miraculous growth and poverty reduction has reinforced mainstream views of development that equate high and sustained economic growth with progress in human wellbeing. But understanding development only in terms of economic growth is not sufficient. This paper offers a different perspective on possible effects of Laos’s transition from a subsistence-oriented economy to a market-oriented economy. We used a multidimensional poverty approach with panel data for the years between 2003 and 2013. Findings suggest that benefits were not equally distributed: 50 per cent of people moved in and out of poverty, and the other half was either non-poor (37%) or always poor (13%). 相似文献
