Bangladesh has made remarkable progress in increasing education access in the last 20 years. However, substantial inequalities in educational attainment remain even though equity in education is a central government objective. The article argues that weaknesses in education sector governance are crucial to understanding these persistent inequalities. At the level of the budget, anti‐poor biases in allocation decisions are shown to be the result of the budget's role in political management and the lack of effective accountability mechanisms. The spearhead of government attempts to address education inequality at the primary level has been the conditional cash transfer programme for poor children. The article shows that the programme has failed to target the poor and suggests that this has been due to the weaknesses and contradictions in the governance of the programme. Strengthening the links between policy and implementation through improvements in the governance of the sector are crucial if inequality is to be addressed and national education goals achieved. Each year, reports occur of deaths in individuals, while struggling against physical restraint. The mechanism of these deaths remains unclear. This study aimed to determine the effect of wrist restraint on cardiorespiratory function during maximal exercise. Twelve healthy volunteers underwent 3 incremental maximal exercise tests on a cycle ergometer. In a randomized order, they exercised while unrestrained, with the wrists tied in front of the body or wrists tied behind the back. The primary outcome measures were the number of minutes exercised in each position and heart rate and whole blood lactate level for each stage and on reaching maximum exercise capacity. The mean exercise duration was 19 minutes 6 seconds unrestrained (95% confidence interval [CI] 16 minutes 52 seconds to 20 minutes 57 seconds), 18 minutes 51 seconds (95% CI 17 minutes 51 seconds to 20 minutes 50 seconds) with arms restrained in front and 16 minutes 51 seconds (95% CI 14 minutes 6 seconds to 19 minutes 20 seconds) with the arms restrained behind the body (P = 0.16). There was no significant difference in heart rate or lactate measurements. It is probable that other factors make a more important contribution than wrist restraint behind the body to cardiorespiratory compromise in a struggling and fatigued individual.  相似文献

This study uses a tracer survey of secondary school completers in Tanzania to analyse the impact of educational qualifications on labour market earnings. We show that the rates of return to the highest educational qualifications for wage employees are not negligible and, at the margin, provide an investment incentive. However, we find little evidence of human capital effects in the earnings determination process for the self-employment sector. Introducing controls for father's educational background and a set of school fixed effects designed to proxy for school quality and potential labour market network effects reduces the estimated rates of return to educational qualifications. A comparison of our results with the available evidence from other countries in the region suggest that, despite an extremely small secondary and university education system, the private rates of return to education in the Tanzanian wage employment sector are comparatively low.  相似文献

Anecdotal evidence and generalisations abound concerning the employment outcomes of secondary school and university leavers, but there is very little solid, accurate information on what these groups in African countries do after they have completed their education. Using tracer surveys, this paper presents comprehensive time-series information on the activity profiles of representative samples of secondary school leavers and university graduates in Malawi, Tanzania, Uganda, and Zimbabwe. The paper shows that much of the anecdotal evidence surrounding the labour market outcomes of these groups is spurious. While employment outcomes are generally much better than expected, the tracer surveys highlight the enormous challenges of educating and subsequently utilising secondary school leavers and university graduates in an efficient and effective manner in low-income African countries. In particular, given the paucity of new employment opportunities in the formal sector, much more needs to be done in order to ensure that both these groups are better prepared for productive self-employment, especially in high growth and higher skill activities.  相似文献

Researchers and policy makers appear to hold a deeply rooted reluctance to acknowledge, let alone address, the significance of ISIS's state building. Those who have engaged with this issue have tended to traverse the analytical dead end of legalistic questions and themes, inevitably concluding that ISIS's efforts fell short of the threshold of statehood. This article sharply diverges from this reasoning and instead focuses on the political extent of ISIS's state building, which was a reaction to the collapse of authority in Iraq and Syria, and the concomitant failure to protect peoples at risk. The study examines the Islamic State on four dimensions: the stabilization of society, the extraction of income, the politicization of religion, and the use of sectarian divisions. It finds that ISIS's efforts were internally contradictory and contained a number of elements that impeded its establishing a conventionally defined state and its carrying out of actions expected of such a state.  相似文献
