This report reviews technology transfer in light of the Stevenson-Wydler Technology Innovation Act of 1980. Following a brief introduction, a section on “Definitions” explains the several meanings that the phrase “technology transfer” now carries in policy discussions. The next section, on “Passive Technology Transfer”, reviews traditional Department of Defense scientific and technical information programs that relate to technology transfer. A section on “Military Industrial Transfer” examines technology transfer from the Defense Department to private industry, expecially to defense contractors. A section on “The Stevenson-Wydler Act and Active Technology Transfer” describes the principal provisions of the new act and why Congress passed it. The next two sections, on “NASA’s Technology Transfer Program” and “The Federal Laboratory Consortium” outline the two existing Government programs Congress relied upon in developing ideas for the new law. A section on “Implementation of the Stevenson-Wydler Act”, discusses several important issues that must be considered by Navy laboratory management as the new law is put into effect in the Navy. Finally, a brief conclusion emphasizes the major point of the report: That Congress, in passing the Stevenson-Wydler Act, did not fully consider what relationship the new technology transfer programs it was requiring in the Executive Branch should bear to existing programs with similar purposes. If the public interest is to be served, the report argues, the Navy must consciously and carefully determine the proper nature of this relationship.  相似文献

One hundred and one very different organizations joined together prior to the election for the Norwegian parliament in 2013 in order to make climate change mitigation the most important issue in the election campaign. The alliance (CE2013) agreed on six political demands relating to mitigation. In this article, we categorize the 101 organizations and discuss their identity and objectives according to these demands. The analysis demonstrates that even though a broad variety of organizations joined the campaign, their commitment was rather weak. Few of the organizations justify their involvement in CE2013 by all six political demands, hence demonstrating that climate change mitigation is a valence issue.  相似文献

Abstract

In present-day Russia, the government’s approach towards the non-profit sector is in many ways ambivalent and contradictory. The Russian government follows two opposing strategies: it largely suppresses independent and potentially critical NPOs, while at the same time co-opting those that function in line with government priorities. The essay analyses the ways in which NPOs have perceived the dual nature of governmental policies and how these policies have affected the non-profit sector in Russia’s regions. The essay argues that, by creating divisions between different types of NPOs, government policies have exerted a negative influence on the internal solidarity of the Russian non-profit sector.  相似文献

This article investigates how the Indonesian party system has created parties that increasingly rely on charisma for support and votes. Initially associated with divinely bestowed qualities, the concept of charisma has evolved to emphasize popularity and recognizability instead. In Indonesia, this tendency has combined with direct elections to distract parties from their ideal functions of developing platforms and programmes. Instead, parties have sought to pick and choose candidates that are popular to front their campaign. This has contributed to the formation of dysfunctional parties that are opportunistic, corrupt, and rent-seeking. As Indonesian parties continue their struggle to prove themselves by relying on the ephemeral attraction of personal charisma, the resultant incapacity to develop solid organization will continue to be a crippling trap for them.  相似文献

Associations between bullying behavior and school-related stress experience, self-efficacy, social support, and decision control were explored in a study of 885 Norwegian adolescents aged 13–15 years. Information was based on self-reports. The psychosocial factors were represented by an average of scores on 3–12 single items, each with 5 possible response categories. Bullying behavior was defined as bullying other pupils sometimes or more often during the term. The prevalence of bullying behavior was 9.2%, but significantly higher among boys than girls. Odds ratios of bullying behavior according to psychosocial factors were calculated in a multiple logistic regression analysis. Increasing school alienation was associated with an increased risk of bullying, whereas increasing support from teachers and peers decreased the risk. Increasing self-efficacy was associated with a significant increase in risk only among 14-year-old pupils, but a similar tendency was seen for 15-year-old pupils. No significant association was seen with decision control.  相似文献

Almost all European countries suffer from mass unemployment. More than 20 million persons in Europe are out of work. When the unemployment rate reaches such levels it can be assumed that it has implications not only for each unemployed individual but also for society as a whole. In this article, a distinction is made between unemployment as a private trouble and unemployment as a public issue. This distinction with regard to unemployment was introduced by Mills (1959) and illuminates the different, although interrelated, effects of unemployment on the individual and on the overall structure of society. The private trouble perspective raises the question of how individuals are affected by unemployment and the public issue examaines how unemployment affects society as a whole. We apply the reasoning by first discussing the relations between individual consequences of unemployment. We focus on two often neglected aspects, namely, economic hardship and shame. Then the implications for working life and society are discussed. There is much evidence indicating that the social and health consequences of unemployment are not limited to the unemployed and their families but also affect the working life and the overall structure of society. It is argued that mass unemployment might increase the process of social disintegration in society.  相似文献

Abstract

This article discusses the evolution of government-nonprofit relations at the regional level in Russia against the background of national-level restrictions on NGOs. Russia recently also introduced supportive policies and the article aims to trace the regional administrations’ reactions to the dual realities of the federal government’s posture towards nonprofits. Considerable variation was found in regional government-nonprofit relationships as well as deviation from national policy stances. Using a subnational comparative framework, this article addresses a gap in the literature and lays the groundwork for future cross-national comparisons of subnational variations of government-nonprofit relations in other authoritarian and hybrid political regimes.  相似文献

Abstract. Arguments about the incompatibility of globalization and generous welfare spending have given way to more nuanced analyses of how domestic-level institutions mediate the impact of globalization. This article discusses and compares two models – the labour-partisan politics model and the labour-monetary politics model – that identify national-level institutions that are said to make it possible for states to combine generous welfare spending and good economic performance. The empirical analysis shows that the labour-monetary politics model performs better for the period 1973–1989. However, institutional conditions that existed during these years are shown to be rather poor predictors of economic performance in the 1990s. The article goes on to discuss what this suggests for the continued viability of generous welfare spending and argues that while globalization might undermine some institutional settings conducive to continued generosity, there is evidence that other ones remain viable.  相似文献
