In the Palestinian case, the police officers tried to provide some requirements and undertake some development initiatives. The issue of accountability was the most important part of them. Therefore, this research provides an assessment and analysis for the issue of accountability in the Palestinian police. It aims to identify the relationship and impact on the development of police performance. The researchers used a questionnaire for this purpose, which was distributed to a sample of 332 police personnel in the four largest police departments in the West Bank. The SPSS software was used to analyze the data. The results indicated that the elements of the Palestinian police system are subject to accountability through clear structures, mechanisms, procedures, and standards from inside and outside of the system. This system of accountability has a clear impact on the development and improvement of the performance of police elements.  相似文献

This study investigates the relative contribution of technological change, technological catch-up and capital deepening as drivers of labor productivity growth in 14 transition economies during the period 2000–2012. In addition, the study extends the usual decomposition of labor productivity growth by encompassing the impact of foreign direct investment (FDI) on labor productivity growth in transition economies. To illustrate the relative contribution of FDI as a driver of labor productivity growth, we present a simple theoretical model that augments Kohli [Labour productivity vs. total factor productivity. IFC Bulletin 20 (April), Irving Fisher Committee on Central Bank Statistics, International Statistical Institute, 2005] and Grosskopf et al. (Aggregation, efficiency, and measurement, Springer, New York, pp 97–116, 2007) decomposition of the labor productivity. The insights derived in this model provide an underpinning to the empirical analysis in this study. Using Blundell–Bond dynamic panel General Method of Moments estimators, the main finding of dynamic panel data regressions shows that technological catch-up, technological change, and human development level, trade and demographic of population ageing are the main factors that affect labor productivity growth in transition countries. Furthermore, the findings of dynamic panel data regressions show insignificant positive impact of FDI on productivity growth in transition economies. One explanation is that the 14 transition economies that are included in this study do not reach a minimum human development threshold level.  相似文献

The aim of this diagnostic analysis is to identify the weaknesses in the process of reforming policy in Jordan. This study will first present a diagnostic analysis of the characteristics of administrative reform in Jordan. Following this, weaknesses will be identified with a focus on policy roles in the policy‐making process. Administrative reform has long been an area of interest and development in Jordan since the early 1980s. Conferences were held, political and technical committees formed, and expertise and resources invested. The outcomes of these programs have been below expectations, with inadequate impact. This investigation paid attention on how Jordan can best invest its resources to maximize efficiency in the public sector, specifically the process of reforming policy. This study concludes that the primary factor impacting efficiency, accountability, and responsiveness is the degree of authority at both national and organizational level. Recent efforts in Jordan to tackle these issues could create more conflicts that threaten the Jordanian government's stability. Other resources have been dedicated to reviewing the rules and values that govern the relationship between state and society.  相似文献

Higher education institutions should take into account the needs of stakeholders in the planning and development of quality educational services. In general, the stakeholders are divided into two categories: internal and external stakeholders. This study aims to explore the diverse basic needs of the university internal stakeholders (students, academic staff, and employees) and the impact of the services on the brand image of the educational institutions. Consensus has been built that an organization's image can only be or assessed by its stakeholders or constituents. Utilizing the qualitative approach through empirical semi‐structured interviews, data were collected from both Benghazi University in the country of Libya and Yarmouk University in the country of Jordan. To gain an in‐depth understating of the basic services, interviews were conducted with 41 university internal stakeholders (students, academic staff, and employees). The findings have a remarkable impact on the education services quality and the perception of brand image of both institutions, which subsequently affects the Libyan and Jordanian economy. The paper explores the differences between the needs of the three groups. This study is of value to educational leaders as it serves as contribution to the well designing of comprehensive plans of the university, by providing the decision makers with information on the needs of the university internal stakeholders. Managements can develop policies, which will improve the safety of customers and staff and increase collaborations with both universities stakeholders, etc. Accordingly, the results provide a foundation on which future research can be built.  相似文献

Abu Mohammad al-Maqdisi is one of the most important spiritual fathers of the ideology and movement that has come to be known as Salafi-jihadism. Based on primary source materials produced by al-Maqdisi and other important relevant actors at different times and places, this article shows how he developed the ideas that have influenced his disciples and protégés, most prominently Abu Mus'ab al-Zarqawi, the founder of Al Qaeda in Iraq and “godfather” of the Islamic State, and Turki al-Binali, the Islamic State's current Grand Mufti. It also explains how and why, in later years, his disciples turned against him and, despite his repeated efforts, refused to allow him to play the role of the “critical friend,” much less regain control of the movement. The article seeks to expose the intra-jihadist frictions and debates involving al-Maqdisi during different times and contexts, especially the more recent ones between him and Islamic State of Iraq and the Levant. Indeed, it becomes obvious how al-Maqdisi has been trying to regain his lost influence and relevance among the most radical strands within his chosen movement for years. What this shows is that, amidst the fast-changing environment in which Salafi-jihadism has evolved, praxis trumps theory, and a reputation of steadfastness, zealousness, and unwavering convictions matter more to prospective radicals than a reputation of religious knowledge and scholarship.  相似文献
