MEDIATIVE EVALUATIONS: THE PROS AND PERILS OF BLENDING ROLES

Child custody evaluators with experience in mediation may be tempted to use mediation skills and strategies in their evaluation processes. This article explores the benefits and risks of blending mediation with evaluation, comparing the perspectives of professionals and clients.     

A tale of two cities

The authors are respectively parttime professor sociology at the University of Texas (San Antonio) as well as lecturer at the medical faculty of the State University Limburg (section psychiatry) and researcher at the Research and Documentation Centre of the Ministry of Justice, Schedeldoekshaven 100, 2511 EX The Hague, The Netherlands. Characteristics of adolescent incest sexual perpetrators: Preliminary findings

Adolescent incest sexual perpetrators seen at an out-patient clinic were interviewed regarding demographic characteristics and occurrence of deviant and nondeviant sexual behaviors. Results indicate that subjects (1) committed more sexual crimes than they had been arrested for, (2) reported a very early onset of sexual behavior, (3) had additional DSM-III psychiatric disorders, and (4) reported previous sexual victimization. Recommendations for future research are made.     

Competence to consent to treatment as a psycholegal construct

The issue of whether civilly committed patients should be extended the right to accept or refuse treatment has generated much controversy and litigation during the past 15 years. In general, the current rule is that in nonemergency situations, individuals who are competent to give informed consent to treatment should be extended the right to refuse it. Obviously, the manner in which this rule is implemented partly depends on how competence to consent to treatment is defined and measured. Most researchers have implicitly assumed that an understanding of treatment information is the sole criterion of competence. It is argued that such a definition may be incomplete and is in need of reexamination. Following a review and analysis of the relevant legal and psychological literature, a comprehensive construct of competency to consent to treatment is proposed and future directions for research are discussed.     

Why Smaller Councils Make Sense

This article presents a case for smaller local governments based on notions of economic efficiency and community identity service responsiveness and political accountability. The arguments of sceptics (or those favouring greater council amalgamations) are challenged and refuted. Further elaboration of the case can be found in my recent book Secession: A Manifesto for an Independent Balmain Local Council (2001).     

Political Partisanship and Welfare State Reform in Advanced Industrial Societies

In this article we evaluate two claims made in recent studies of the welfare states of advanced industrial societies: first, that welfare states have remained quite resilient in the face of demands for retrenchment; and second, that partisan politics have ceased to play a decisive role in their evolution. Addressing the first claim, we present analysis from a new data set on unemployment insurance and sickness benefit replacement rates for 18 countries for the years 1975–99. We find considerably more evidence of welfare retrenchment during the last two decades than do recent cross-national studies. Second, we examine the "end of partisanship" claim by estimating the effects of government partisanship on changes in income replacement rates in sickness and unemployment programs. Our results suggest that, contrary to claims that partisanship has little impact on welfare state commitments, traditional partisanship continues to have a considerable effect on welfare state entitlements in the era of retrenchment .
