This article recounts a clash between an establishment international nongovernmental organization (NGO), Amnesty International, and the government of Rwanda over the meaning of international human rights norms in a postconflict society. It offers a critical perspective on the mainstream human rights community's due process critique of Rwanda's gacaca— a system of over ten thousand local judicial bodies modeled on a precolonial communal dispute resolution the Rwandan government introduced to process the over one hundred twenty thousand suspects crowding its prisons following the 1994 genocide. This moment of norm contestation offers a lens to broader problems facing the human rights regime. It argues that Amnesty International's legalistic approach to the gacaca prevents it from appreciating its unique postcolonial hybrid form, and that other approaches, such as the one adopted by Penal Reform International, are perhaps better models for human rights praxis in the developing world.  相似文献

Most studies of pro-government militias (PGMs) take a narrowly functionalist approach. This article sees PGMs as the product of broader processes of state formation and regime dynamics that generate distinctive repertoires of violence. The article uses a cross-national dataset to shows that low state capacity is singularly correlated with the appearance and activity of all forms of PGMs. Once militias are active, they tend to endure even after initial conditions change, suggesting a strong measure of path dependence in how states PGMs evolve. Democracy curbs the activity of semi-official PGMs but not informal ones. Different authoritarian regime sub-types have varying propensities for militia activity. These findings have major implications for efforts to address state frailty.  相似文献

This research used open source information to investigate the motivational backgrounds of 219 suicide attackers from various regions of the world. We inquired as to whether the attackers exhibited evidence for significance quest as a motive for their actions, and whether the eradication of significance loss and/or the aspiration for significance gain systematically differed according to attackers’ demographics. It was found that the specific nature of the significance quest motive varied in accordance with attackers’ gender, age, and education. Whereas Arab-Palestinians, males, younger attackers, and more educated attackers seem to have been motivated primarily by the possibility of significance gain, women, older attackers, those with little education, and those hailing from other regions seem to have been motivated primarily by the eradication of significance loss. Analyses also suggested that the stronger an attacker’s significance quest motive, the greater the effectiveness of their attack, as measured by the number of casualties. Methodological limitations of the present study were discussed, and the possible directions for further research were indicated.  相似文献

Although researchers have examined many aspects of fire modification, the rate and pattern of decomposition in charred remains have not been studied previously. This study utilized 48 domestic pigs, divided into 24 charred (head, neck, and limbs burned to Crow-Glassman level 1 and torso to level 2) and 24 un-charred pig carcasses. Decomposition of control carcasses was scored at 50 accumulated degree days (ADD) intervals, and charred carcasses were also observed and photographed at this time. A Charred Body Scale was subsequently created, and charred carcasses were scored retrospectively for the same ADD intervals. Analysis using a mixed-effect repeated measures model indicated that, while decomposition rate was not statistically different between the two groups (p = 0.2692), the charred remains initially displayed an ostensibly more advanced pattern. Body regions displaying significant charring decomposed at a faster rate (p < 0.001), while areas with very light levels of charring decomposed at a significantly slower rate (p < 0.001).  相似文献

This article reports findings from a qualitative follow-up investigation of a mandated parenting and safety program for system-involved female IPV survivors. Participants were contacted 12 months or more after program completion and invited to participate in individual interviews. The interviews focused on the longer-term life changes survivors attributed to the program. Data were collected from 38 survivors. Qualitative analysis determined 4 key themes: relationship changes (e.g., most women were no longer with abusive partners), parenting changes (e.g., improved communication and discipline strategies), personal life changes (e.g., improved help-seeking and self-esteem), and new or ongoing challenges (e.g., financial stress). Overall, findings suggest that tailored, mandated programming — when positive and empowering — may lead to some longer-term beneficial outcomes.  相似文献

International rivers create complex relationships between their riparian states, which can contribute to economic, political, and social losses. Treaties provide a means for states to coordinate their actions in managing international river disputes to minimize these losses. However, there is little knowledge about treaty content and the factors influencing treaty design. We test whether a relationship exists between the challenges of negotiating, complying, and distributing the gains in bilateral, multilateral, and basin-wide negotiation contexts and the depth of cooperation along with the degree of institutionalization. While the great challenges confronting multilateral or basin-wide negotiations can produce treaties that focus on joint gains and shallow cooperation to secure the signature of riparians, we find that they can also provide opportunities for deeper, more behavior-altering, cooperation. To manage the difficulties of maintaining multilateral cooperation, we find a higher degree of institutionalization. We also find that bilateral negotiations provide states with opportunities for deeper cooperation, but a lower degree of institutionalization.  相似文献
