Precedence,privilege, preferences,plus Pareto principle: Some examples on egalitarian ethics and economic efficiency

It is demonstrated how economic theory of justice as fairness, Pareto improvements on situations involving equity, can be used to analyze the ethics contents of distributions of rights and privileges. The analysis makes use of the concept of a veil of ignorance to define a status quo. A property right to an ability or a privilege is interpreted as a transparency in the veil in respect to this ability or privilege. Three different examples are investigated, focusing on rights as collective goods, non-transferable abilities, and privileges as inherent rights.Revised version of Presidential address to the annual meeting of the European Public-Choice Society in Linz, Austria, 29 March to 1 April, 1989. Advancing police use of force research and practice: urgent issues and prospects

Leading police scholars and practitioners were asked to reflect on the most urgent issues that need to be addressed on the topic of use of force. Four themes emerged from their contributions: use of force and de-escalation training needs to improve and be evaluated; new ways of conceptualizing use of force encounters and better use of force response models need to be developed; the inequitable application of force, and how to remediate biases, needs to be more fully understood; and misconceptions about police use of force need to be identified and corrected. The highlighted topics serve as an agenda for future research. Such research should provide greater insight into when, where, and why force is used by police officers, and how it can be applied appropriately. If implemented, the practical recommendations included in the contributions should have a positive impact on police performance, public trust and confidence in the police, and citizen and officer safety.     

The 2015 Norwegian Local Elections: Support for Governing Radical Right Progress Party Plummets and Great Gains for Greens in ‘Second-Order’ Elections

Two years into the first term of the right wing Conservative/Progress Party coalition government, the 2015 Norwegian local elections displayed many features of a ‘second-order’ election: the governing parties lost considerable support, minor parties did well and voter turnout was low. For the second local elections in a row, political circumstances prevented the far right Progress Party from mobilizing on the anti-immigration issue, adding to the burdens of governing nationally for the first time. The Green Party leveraged its 2013 entry into the national parliament into record support, consolidating the progress made in the 2011 local elections. Although the elections were shaped by national politics, municipal and county variation shows that local political factors did matter.
