This article looks at the dynamics of Diaspora groups as a possible catalyst for peace-building within violent segmented societies. With the help of two case studies, Irish-America's role in Northern Ireland and Sri Lankan Tamil Diaspora's role in Sri Lanka, it locates the variable impacts of Diaspora involvement in violent conflicts within their homelands. Despite their unique histories and individual complexity, both of these cases illustrate that Diasporas have a significant role to play in peace-building, are diverse rather than homogenous communities, and that they represent an important and often underutilized resource to bring negotiated settlement to violent conflicts.  相似文献

Given its duration and intensity, the decades-old civil war in Turkey between the Turkish state and the PKK has resulted in relatively low levels of lethal inter-communal conflict between Kurdish and Turkish populations. However, around the June 2015 elections an unprecedented wave of systematic anti-Kurdish violence swept across western Turkey. The paper will assess these events in relation to literature on communal riots and electoral violence. It will consider the impact of state led anti-Kurdish discourse and the growth of the HDP, as potential factors that aggravated the dormant tensions and laid the groundwork for widespread inter-communal violence.  相似文献

Using the case study of the Kurdistan Region of Iraq (KRI) and the 2017 independence referendum, this article examines the nexus between independence referendums, nationalism and political power. It argues that the referendum in the KRI was held due to internal political competition and growing rebellion from the population against the poor economic performance and political situation rather than because the time was right for independence referendum. Focusing on the poor political and financial dynamics, as well as the lack of regional and international support for Kurdish independence, the article argues that independence was not a realistic goal and was rather used as a distraction amid internal turmoil. The example of the referendum in the KRI poses questions about the democratic credibility of such referenda, as the population were voting for an unachievable result and the referendum itself became a tool of internal political competition.  相似文献

ABSTRACT

Turkey’s recent slide into authoritarianism will have implications for its close neighbours in the West. Especially Greece cannot avoid negative spill-over effects. A coalition government comprising Syriza and Independent Greeks does not have an unconstrained set of policy choices in responding to this. Maintaining effective working relations is a paramount interest but achieving this is easier in principle than in practice especially considering the issues of asylum seekers and Turkish revisionism on the Lausanne Treaty. Unlike the two parties that dominated the Greek political scene after 1974, PASOK and New Democracy, the current government has little experience navigating choppy diplomatic seas with Turkey.  相似文献

Germany might be considered as the European country that has suffered the most from the spatial diffusion of Turkey's internal conflicts. It has received the highest number of Kurdish migrants in Europe and it became the core of Kurdish mobilization in transnational space. Germany's approach to the Kurdish Question on its own soil—combined with the strategies that the Kurdish activists used—determined the scope of opportunity structures for the mobilization of the Kurdish movement. This article explains how Kurdish activism has come to be perceived in Germany, and analyzes the German political environment by focusing on the criminalization and stigmatization of the Kurdish movement, especially during the 1990s. It then describes the discursive shift and change in framing strategies that the Kurdish diaspora experienced after the capture of the the Kurdistan Workers' Party's (PKK) leader in 1999. Lastly, it touches upon the recent developments in the Middle East, especially in Kobane, and their impact on the image of the Kurdish movement. The article is based on extensive fieldwork in Germany and includes testimonies of Kurdish diaspora activists, with a focus on their own perceptions about their situation and how they respond to securitization policies in the host country.  相似文献

ABSTRACT

On 11 January 2016, 1128 academics in Turkey and abroad signed a petition calling on Turkish authorities to cease state violence in mainly Kurdish populated areas of the country, which had been under curfew and an extended state of emergency. The petition received an immediate reaction from President Recep Tayyip Erdo?an, who accused the signatories of treason and terrorist propaganda. He subsequently demanded that public prosecuters launch an investigation. Criminalisation of the petition has been exacerbated by disciplinary action by universities against many of the signatories. Many have suffered insults, arrest, detention or suspension as a result of the ensuing smear campaign. This massive crackdown on academic freedom has been masked by discourses of counterterrorism, which have also been deployed to criminalise dissent more generally in Turkey as a part of a process of rapid “democratic retrenchment” since 2013. This article is an attempt to put the criminalisation of academics within the larger framework of human rights violations, increasing curtailments of academic freedom and rising authoritarianism in Turkey. It argues that the prosecution of the signatories of the petition is an extension of an established tradition of targeting academic freedom in times of political crisis in Turkey but is also a product of growing authoritarianism under the ruling party and President Erdo?an. It shows that counterterrorism laws can be extended far beyond eliminating security threats by instrumentalising them to suppress dissent in a declining democracy.  相似文献
