Huge changes are taking place in international diplomacy which have created an opening and a certain appreciation for the contributions that can be made by private citizens to international peacemaking. This article provides a snapshot of diplomatic thinking about Track II/nonofficial diplomacy, from interviews with distinguished American diplomats. As thoughts of two-way collaboration develop, it becomes increasingly important to be clear about the limits and potentially unique contributions of Track II. Open respectful dialogue between Tracks I and II is also necessary to overcome past resentments and to develop mechanisms by which the skills and insights of Track II can be fed into Track I, with greater effectiveness and integrity. 相似文献

Prior research has identified gender as a significant predictor of crime fear. Specifically, women are typically more fearful of crime than men, despite being relatively less likely to be victimized. The current study examines different ways men and women may think about crime and victimization within their neighborhoods, using contemporary social-psychological models of victimization worry. Data were collected from a sample of community residents (N = 713) living on the Gold Coast of Queensland, Australia. Results suggest that men’s and women’s fear of crime and perceptions of victimization threat are dependent on crime type and can be represented by a number of relationships among different social-psychological dimensions of victimization worry. The study concludes with practical implications for researchers seeking to examine the complex associations between gender and fear of crime. 相似文献

This paper is a comparative study of institutional change and efforts to create networks and linkages in the science and technology (S&T) systems of Poland and Tanzania at a time of market-led economic reform. It argues that, in both countries, S&T has been hampered by linear approaches to technology transfer and that future efforts should focus on non-linear approaches involving multiple actors. Discussion focuses on a consideration of organisational goals and agendas, the resource base of different organisations, and fostering organisational capacities to learn, adapt, and change. 相似文献
