In theory, flexible list systems are a compromise between closed-list and open-list proportional representation. A party's list of candidates can be reordered by voters if the number of votes cast for an individual candidate exceeds some quota. Because these barriers to reordering are rarely overcome, these systems are often characterized as basically closed-list systems. Paradoxically, in many cases, candidates are increasingly earning individual-level preference votes. Using data from Slovakia, we show that incumbents cultivate personal reputations because parties reward preference vote earning candidates with better pre-election list positions in the future. Ironically, the party's vote-earning strategy comes at a price, as incumbents use voting against the party on the chamber floor to generate the reputations that garner preference votes.  相似文献

As the architect of racial disparity, racism shapes the vulnerability of communities. Socially vulnerable communities are less resilient in their ability to respond to and recover from natural and human-made disasters compared with resourced communities. This essay argues that racism exposes practices and structures in public administration that, along with the effects of COVID-19, have led to disproportionate infection and death rates of Black people. Using the Centers for Disease Control and Prevention's Social Vulnerability Index, the authors analyze the ways Black bodies occupy the most vulnerable communities, making them bear the brunt of COVID-19's impact. The findings suggest that existing disparities exacerbate COVID-19 outcomes for Black people. Targeted universalism is offered as an administrative framework to meet the needs of all people impacted by COVID-19.  相似文献

There is a danger inherent in devoting a panel to a discussion of the political aspects of the Israeli settlements issue: in attempting to discuss everything, we could have ended up talking about nothing because many practitioners and scholars view the settlements as primarily a political project. The multidisciplinary nature of this conference reflected our belief that the settlement issue is deeper and wider than "simply politics." Yet, we were not free from the challenge of focusing a panel on the political aspects of the settlements in a way that makes a real contribution.  相似文献

This paper explores ethical issues raised by quadratic voting. We compare quadratic voting to majority voting from two ethical perspectives: the perspective of utilitarianism and that of democratic theory. From a utilitarian standpoint, the comparison is ambiguous: if voter preferences are independent of wealth, then quadratic voting outperforms majority voting, but if voter preferences are polarized by wealth, then majority voting may be superior. From the standpoint of democratic theory, we argue that assessments in terms of efficiency are too narrow. Voting institutions and political institutions more generally face a legitimacy requirement. We argue that in the presence of inequalities of wealth, any vote buying mechanism, including quadratic voting, will have a difficult time meeting this requirement.  相似文献
