The recent economic and fiscal crisis provides an opportunity for learning lessons of general and practical relevance about how governments face shocks affecting their financial conditions. This article draws on the resilience concept to investigate the organizational capacities that are deployed and/or built by local governments (LGs) to respond to such shocks, looking at their combinations and interactions with environmental conditions. The article presents the results of a multiple‐case analysis of 12 European LGs across Austria, Italy and England. The analysis allows us to highlight and operationalize different patterns of financial resilience, that is, self‐regulation, constrained or reactive adaptation, contented or powerless fatalism, that are the result of the interaction and development over time of different internal and external dimensions.  相似文献

This article looks at performance information use by legislators at the central level in a budgetary context. The multi‐method approach (interviews, quantitative and qualitative analysis of plenary speeches given during budget readings) allows us to draw a broader picture of the use of performance information. The findings provide new insights into different purposes of performance information use. We identify four general use types, that is, de‐legitimizing, legitimizing, improving and understanding, and deflecting, which together with the subjects addressed blend into different use purposes. Second, the study sheds light onto different factors affecting performance information use, that is, the attributes of users of performance information, the properties of performance, and the role of institutional support.  相似文献

The proliferation of information technology offers challenges to developing countries which struggle with basic human needs. Yet the key to their survival may lie in information which is inaccessible to them. Facing these challenges, developing nations start from a position of frailty based on low levels of capital; a limited information infrastructure; dependencies on foreign aid and multinationals; and an ever‐increasing population growth. It is essential that foreign technology inflow is adopted strategically within the pre‐existing framework of national policies for technological development and with an emphasis on technology transfer. The broad policy direction needs to be towards the establishment of an information infrastructure and a contingent perspective for the meta‐policy process of designing appropriate information technology infrastructures.
