Can Tourism Promote Inclusive Growth? Supply Chains,Ownership and Employment in Ha Long Bay,Vietnam

Inclusive growth is contested yet adopted by the World Bank to reduce poverty and inequality through rapid economic growth. Research has tested inclusive growth in sectors including agriculture, but few studies apply it to tourism which is significant for many developing countries. The paper interrogates tourism-led inclusive growth: supply chains, economic linkages/leakage, ownership, employment and expenditure. It draws from fieldwork in Vietnam where tourism has rapidly developed with partial economic benefits for local communities, but does not appear to fall within the inclusive growth paradigm. It is unclear if tourism-led growth will become any more inclusive in the short-to-medium term.     

Ethnic Riots in Kosovo: What Went Right?

The world was shocked when deadly riots broke out in Kosovoduring March 2004, after nearly five years of involvement andfinancial support by NATO and the United Nations. But, despitethe widespread nature of the rioting, violence did not spreadinto communities of return that had benefited substantiallyfrom direct international financial aid and interventions inthe same way that riots infected the wider province. This wasthe experience of communities assisted by at least two internationalNGOs, both of which used the ‘Do No Harm’ methodologyof enhancing ‘connectors’ while minimizing ‘dividers’between ethnic groups. American Refugee Committee's programmeis described and displacement data are presented. In those communitiesassisted by American Refugee Committee, 85 per cent of the returneesdid not flee during the riots. It is concluded that communitiesof return succeeded in thwarting violence because they had astake in peace.     

Not guilty by reason of insanity: clinical and judicial profile of medium and high security patients in Belgium

Under Belgian law, offenders deemed to lack criminal responsibility because of insanity receive mandated treatment under the internment law. Population profiles of these forensic patients (‘internees’) are, however, very scarce. In this study, we analysed the demographic, clinical and judicial profile of a large sample of Belgian internees admitted to a secure setting. In addition, differences between internees admitted to a medium versus a high security setting were investigated. Belgian internees were characterised by a large number of personality disorders and a low number of first offenders. Comparative analyses showed substantial differences between the high and medium security settings, with a marked proportion of the forensic patients in high security having committed a sexual offence. Contrary to expectations, more predictors for length of stay were found in the medium security subsample, while admission periods were significantly longer in the high security subsample.     

The East Asia Security Environment in the Beginning of the Twenty-first Century and the Adjustments in Vietnamese Foreign Policy

International relations are social actions, and their expression is behavior of the states. According to French sociologist Pierre Bourdieu, the basis for any social action is habitus and capital (Bourdieu 1982). For Bourdieu, social action is not created in a vacuum but always takes place under certain social conditions. Different social conditions create different spheres that Bourdieu called action fields. The problem is that each field has its own rules, logic and goals. Bourdieu also uses the metaphor of game to explain the concept of field. Like the fields each game has also its own rules and logic. In order to participate in the game players are required to have some knowledge of game, and capacity, skills, and last but not least the interests to play game. The field of the Asia-Pacific region in the beginning of twenty-first century and especially during recent years is one of “center court” of the whole world involving all big players like the US, China, Japan, Russia and India. Their presence with their own behavior and different abilities, interests make this field more interesting, but at the same time more complicated and unpredictable. This article explores the different phases of Vietnam's foreign policy since reform in 1986 and joining ASEAN and adoption of “Resolution No. 8 (section IX) on the Strategy for Fatherland Defence in the New Context” in 1995.     

Are Vietnamese farmers concerned with their relative position in society?

This paper examines the attitude towards relative position or status among rural households in Vietnam. On average, respondents show rather weak preferences for relative position. Possible explanations are the emphasis on the importance of equality and that villagers are very concerned with how the local community perceives their actions. We also investigate what influences the concern for relative position and find, among other things, that if anyone from the household is a member of the Peoples Committee then the respondent is more concerned with the relative position.     

Foreign Influences and Shifting Horizons: The Ongoing Evolution of al Qaeda in the Islamic Maghreb

This article details how prior to the establishment of al Qaeda in the Islamic Maghreb (AGIM), Meghrebis—that is, Algerians, Moroccans, Tunisians and others--made up a significant percentage of the foreign fighters in the al Qaeda-led insurgency in Iraq, thus helping to build the trust networks between al Qaeda central and the Maghreb-based groups, culminating in the the 2007 formal affiliation of the Groupe Salafiste pour la Predication et le Combat (GSPC) with al Qaeda. Since then, an emboldened AQIM has evolved significantly, both strategically and operationally.
