Poppy seed consumption and toxicological analysis of blood and urine samples

Poppy seeds contain morphine in different amounts. Reported concentrations are up to 294 mg morphine/kg poppy seeds. Since penalties based on Street Traffic Law (parapgraph 24a StVG) in Germany (administrative offence) require definitive proof of morphine in blood samples, and the "Grenzwertkommission" in consultation with the Ministry of Transportation recommended a threshold of free morphine of 10 ng/mL, the question arose whether the consumption of poppy seeds can lead to a blood concentrations equal or higher than 10 ng/mL of free morphine. Therefore, five volunteers ate poppy seed products (50 mg morphine/kg poppy seeds). In urine, all on-site tests were enzyme immunologically positive for opiates and were positive to morphine by GC/MS. All the blood samples were negative to morphine by EIA and to free morphine by GC/MS. However, after hydrolysis, morphine was detected by GC/MS in all cases. Accordingly, in Germany, penalties based on parapgraph 24a StVG are not likely to cause road users any concerns should they have consumed poppy seeds. Driver Licensing Authorities, however, should be advised of this problem to avoid unjustified legal measures.     

Peace-building Through Space-making: The Spatializing Effects of the African Union’s Peace and Security Policies

ABSTRACT

This article is discussing how the peace-building practices of the African Union have distinct ordering and space-making effects. Taking a socio-spatial perspective, it is argued that the peace and security projects through which the African Union, as a spatial entrepreneur, is addressing the scourge of ‘terrorism and violent extremism’ are geared towards (re-)establishing sovereignty that member states have lost in the past over their territories. While the African Union is favouring a spatial format that could be called ‘multiple networked regionalism’, the actual socio-spatial orders that are emerging around Africa’s transregional conflicts are far less clear cut.     

Knowledge production on conflict early warning at the African Union

ABSTRACT

How does the African Union (AU) generate knowledge about on-going violent conflict as well as post-conflict situations? This article offers an analysis of the multiple sites and sources in the construction of conflict-related knowledge. It also reflects on the various institutional ways this knowledge is filtered into the activities of a wide range of AU actors, starting with the AU Commission, the AU Commission Chairperson and the Peace and Security Council. Emphasis is on the development of the Continental Early Warning System and some of its limitations, the latter partly related to the specific organisational culture of the African Union.     

Examining the Impact of Early Childhood School Investments on Neighborhood Crime

This study tested the hypothesis that investments in early childhood schools have short-term crime reducing effects in neighborhoods. Time series data from the city of Tulsa, Oklahoma, were analyzed to evaluate the effects of an early childhood school built in the neighborhood of Kendall-Whittier as part of a larger neighborhood revitalization plan, on violent and property crime. Results revealed that after controlling for city-wide crime trends and monthly fluctuations, violent crime declined significantly in Kendall-Whittier. Further analysis indicated that the possible crime-reducing effects of school investments on violent crime spread beyond Kendall-Whittier, and no displacement was found. The results for property crime were mixed. The study demonstrates the use of clustering analysis, a useful tool in neighborhood-level research to identify comparison neighborhoods. The findings shed light on the possibility that investments in early childhood schools can yield results in a shorter term than anticipated, making them a desirable component of urban revitalization.     

The European Charter of Fundamental Rights A Changed Political Opportunity Structure and its Normative Consequences

The European Community is about to enlarge its de facto constitution by a fundamental rights charter. It is intended to become legally binding, at least in the long run. If it is, it will profoundly change the political opportunity structure between the Community and its Member States, among the Member States, among the organs of the Community and in relation to outside political actors. When assessing the new opportunities, one has to keep in mind the weak democratic legitimation of European policy making and its multi‐level character. The article sketches the foreseeable effects and draws consequences from these insights for the dogmatics of the new fundamental rights, their relation to (other) primary Community law and to other fundamental rights codes. It ends with a view to open flanks that cannot be closed by the dogmatics of the freedoms themselves, but call for an appropriate design of the institutional framework.     

Toward a better understanding of racial and ethnic disparities in search and seizure rates

Recent studies demonstrated a consistent research finding that compared to Caucasian motorists, Black and Hispanic motorists were significantly more likely to be subjected to personal and/or vehicle searches during traffic stops, but significantly less likely to be found in possession of contraband. Explanations for these findings were typically based on speculation regarding officers' racial animus, bias, and discrimination. Unfortunately, very little is truly known about the reasons for these disparate patterns in police behavior. This article presents an alternative explanation for the reoccurring findings of racial/ethnic disparities in searches and seizures, based on research findings regarding the accuracy of clues of deception and suspicious behavior taught to officers through highway criminal interdiction training. These research findings are used to develop a hypothesis that could account for the patterns of racial/ethnic disparities in search rates. The implications for future research and policing policies based on this hypothesis are discussed.
